Hispanic comes from the word Hispania which is how Romans used to refer to Spain(España). This word is used to refer to things related to Spain.

Belize(English), Guayana (English), and Suriname(Dutch) are not Latin America.

Pachucos: Chicano juvenile gang, emerged in the 1930s on the borders of Mexico and the United States. Pachucos are associated with zoot suit fashion, jump blues, jazz, and swing music. The Pachuco subculture attracted the initial attention of Los Angeles authorities through their self-empowerment in rejecting assimilation into Anglo-American society.

Cholos: Chicano and Latino gang subculture associated with a certain set of dress and behavior. Originated in LA. Veterano/a refers to an older member in the same subculture. Cholo is a shortener word from the Aztecs that means dog, it was used by Spaniards to call disrespectfully to the indigenous.

The reality is that Cholos and Pachucos are gangs or at least the moment when they emerged. Which they committed innumerable crimes. Nowadays, Pachucos and Cholos are considered a sub-culture and often a fashion style.

Cultural appropriation or appreciation?

The same wavy Afro Americans feel offended by other races when wearing braids or African costumes. Some Mexicans also feel offended by the cultural appropriation used by artists or fashion.
