Ministry of Human Resources was appointed by EPU on 25^th June 2010 as the Chairman for the Committee on Technical and Vocational Human Resources Development – Working Group (HRD-WG) where else Ministry of Education was appointed as the Chairman for Committee on Higher Education underSocio-Cultural and Education (SCE) Pillar.

8. CURRENT STATUS HRD WORKING GROUP & SCE CLUSTER

The Human Resource Development Working Group Meeting Session was held at in Jakarta, Indonesia on 7^th November 2018. The 4^TH Socio-Cultural And Education Cluster Meeting was held at Century Park Hotel, Jakarta, Indonesia on 7^th to 8th November 2018. The following are the summary of key points and actions that need our attention and further action:

Establishment of BIMP-EAGA Network of TVETs And HEIs

• Malaysia suggested that instead of establishing a huge network of TVET and HE institutions, the Working Group could consider a network that focus on a priority EAGA sector that is a core strength of the BIMP countries. Tourism sector was identified, thus, recommended to establish a BIMP-EAGA Network of TVET and HE Institutions Network for Tourism.

• For the Implementation Plan of this project, the following has been agreed by the Working Group:

​

1. Identify 4 Institutions (2 TVET + 2 HEIs) and 2 Focal Point Person (either from Ministry or LGU concerned). Focal Persons will be responsible for the facilitation and coordination with BIMP-EAGA Taskforce of TVET and HEI’s Network for Tourism. Deadline of submission of the 4 TVET and HE institutions and 2 Country Focal Persons to the BIMP National Secretariat is before 25 November 2018 during the start of the November 2018 SOMM in Brunei Darussalam.

​

• The Focal Point Person should be at least a TVET Director, Higher Education Director in the Ministry concerned, or from an Accreditation Body/Board who will be responsible for the TVET and HEIs policies and direction of the said Network.

​

• The Taskforce will be composed of 2 Country Focal Point Persons and 4 representatives (2 from TVEIs and 2 from HEIs) from each member-country, who shall formulate and discuss network and mechanism, guidelines, and Term of Reference (TOR) including action plans or program of activities.

​

• Malaysia as the Chair of the Working Group will facilitate the 1st Taskforce Meeting of BIMP-EAGA TVET and HEI Network for Tourism. Each country is required to send and finance their representative to the said meeting. No tentative schedule date identified for the 1^st Meeting of the Taskforce.

Conduct 2^nd BIMP-EAGA TVET Forum and 2^nd BIMP-EAGA Higher

Education Summit by the Philippines

​

• Philippines presented the various outcomes and recommendations of the 2^nd BIMP-EAGA TVET Forum and 2^nd BIMP—EAGA Higher Education Summit hosted by the Philippines last 31 July – 03 August 2018 in Puerto Princesa City, Palawan. The Working Group proposed that the conduct of Entrepreneurship Camp, TVET Forum, and Higher Education Summit to be biennial event, thus, the rotation for the first cycle should be predetermined and the same for the succeeding cycles. The next hosting of these activities will start in 2020. This will be proposed and submitted to BIMP Ministers for consideration and approval.

Conduct 2^nd BIMP-EAGA TVET Forum and 2^nd BIMP-EAGA Higher

Education Summit by the Philippines

• On TVET and HEI sector, Philippines emphasized the following results and agreements during the said Forum and Summit, namely:

​

1. 1 Training Centre in Mindanao, Philippines to visit Sulawesi, Indonesia to compare module for mutual recognition of skills;
2. 1 TVET institution in Mindanao, Philippines to visit Brunei Darussalam to compare diploma programs; and,
3. 1 university in Mindanao or Palawan, Philippines to visit a university in State of Sabah to compare 1 professional program (e.g. engineering)

Rotation of Chairman

• The Meeting took note on the rotation of the chairmanship of the Cluster whereby Brunei Darussalam will take over the chairmanship in 2019, as well as the Headship of the SCD-Working Group for a period of 3 years. However, the Chairmanship of the HRD-Working Group will now be under the Philippines.

Date and Venue of Next Meeting

• The Meeting informed that Malaysia will be the host of the 5^th BIMP-EAGA SCE Cluster Meeting in 2019 and the exact date and venue of the meeting will be informed through BIMP-FC.

1. BIMP-EAGA & CHINA COOPERATION (BECC)

INTRODUCTION

​

1. BIMP-EAGA and China held the first Senior Officials’ Meeting in 2006 and signed the Framework of Economic Cooperation between the Government of Brunei Darussalam, the Government of Republic of Indonesia, the Government of Malaysia and the Government of the Republic of the Philippines and the Government of the People’s Republic of China in 2009.
2. The BECC aims to enhance the Framework of Economic Cooperation, taking into account the goals of the BIMP-EAGA Vision 2025, ASEAN Vision 2025, and the Master Plan on the ASEAN Connectivity 2025 as well as the Belt and Road Initiative.
3. The BIMP-EAGA and China Inaugural Ministers meeting held on 26 November 2018 in Kuala Belait, Brunei Darussalam agreed to develop the Plan of Action which aims at enhancing the BECC mechanism and shall be worked out on the basis of consensus, to further enhance the future cooperation.

2. OBJECTIVES

• This Plan of Action (POA) is aimed at implementing the goals and objectives of the BIMP-EAGA and China in enhancing their existing cooperation and undertaking further mutually beneficial initiatives. This POA builds upon the significant achievements made in the relations between BIMP-EAGA and China that began in 2005, and the implementation of the Framework for Economic Cooperation between BIMP-EAGA and China by strengthening cooperation in the priority sectors identified for BIMP-EAGA development, as well as providing technical and capital assistance for BIMP-EAGA program and projects.

3. Priority Areas of Cooperation including Strategies and Actions�

• To deepen the relationship and cooperation, BIMP-EAGA and China endeavour to work, encourage, and develop mutually beneficial initiatives in the following priority areas of cooperation, strategies and actions:

1. Priority 3: Tourism and Socio-cultural Exchanges

1. Cooperate to explore markets, and encourage joint development and promotion for tourism products.
2. Train professionals in tourism management of BIMP-EAGA and China countries.
3. Encourage each other’s participation in selected tourism and cultural-related events .
4. Promote cooperation and collaboration on arts, heritage, and culture to foster understanding, appreciation, and appropriate preservation of culture and history of BIMP-EAGA and China.
5. Encourage visits and exchanges between their countries of persons engaged in artistic, creative and cultural activities, including young artists and performers
6. Cooperate to explore markets for cultural products and develop cultural/creative/emerging industry.
7. Cooperate with the ASEAN-China Centre on people-to-people exchanges, capacity building and workshops/seminar related to the field of tourism and culture

3. Explore practical cooperation between tertiary institutions with emphasis on student mobility, and joint research and language teaching, where appropriate
