Introduction

In October 2020, Montgomery County Public Schools (MCPS) identified the need for an antiracist system Audit. MCPS contracted with the Mid-Atlantic Equity Consortium, Inc. (MAEC) to conduct a systemwide antiracist audit of MCPS’s practices, policies, and systems. MAEC conducted this audit in several stages over two years (December 2020-July 2022) during the COVID-19 pandemic.

The intent of the audit was to identify ways to increase access, opportunity, and equitable outcomes for every student’s academic and social emotional wellbeing.

HIGHLIGHTS OF WHAT WE EXAMINED

Student Data

  • 80% of students agree or strongly agree that their teachers believe in them
  • 90% of students agree or strongly agree that their teachers show respect for their racial, ethnic, and cultural background

Staff Data

  • 100% of staff strongly agree that Frost has a welcoming environment for all people
  • 100% of staff agree or strongly agree that they regularly participate in professional learning opportunities to deepen their learning around antiracism

Community Data

  • 73% of Frost families feel there is at least one person at Frost they feel comfortable talking with when they have a question or concern
  • 85% feel teachers/staff are responsive to the needs of the family
  • 89% of Frost families believe their child should be taught to recognize, understand, and interrupt racism

WHAT WE LEARNED THUS FAR

  • We need more professional development addressing mindsets, anti-racist leadership, anti-bias and anti-hate.
  • A plan is needed that will change overtime to meet changing needs.
  • The audit is dense and packed with so much information that it takes time to simply go through it and make observations.
  • Our students want to experience a sense of more belonging.
  • Developing Student Agency is an important part of student learning.

OUR PROPOSED NEXT STEPS

Engage in Anti Racist leadership learning with Instructional Leadership Team - Summer 2023 Learning will focus on:

  • Developing Student Agency
  • Restorative Justice Practices

Develop the FY24 School Improvement Plan to include actions to address school-specific audit reports. Including:

  • Engaging the Community in the School Improvement Plan Process
  • Identifying Action Steps and Strategies
  • Showing Measures and Milestones to Give Evidence That Strategies Are Working

Provide professional development to staff designed to target equity-centered capacity building. During:

  • Faculty Meetings
  • Rolling Professional Development
  • Department and Team Meetings

OUR PROPOSED NEXT STEPS (continued)

Collect Student Voice and input on teaching and learning process and school climate.

  • Offer more opportunities for students to give feedback to the school leadership.
  • Develop student advisory boards for content specialists, team leaders and other departments in the school.
  • Promote student leadership opportunities for more students to learn to be peer leaders.

Promote and foster a Culture of Kindness in the Frost Community by:

  • Recognizing students and staff for their kind contributions to the Frost Community.
  • Providing positive feedback to students and staff for practicing their kind actions and behaviors.
  • Modeling and practicing mindfulness, gratitude and use of words of encouragement with students.
  • Teaching students the importance of listening to understand where people are coming from.
