Introduction

  • A task force was established in February 2021 to review current MEB to accommodate evolving needs of the POCs based on contextual changes
  • Members of the task force include:

 

  • UNICEF
  • DRC
  • CESVI
  • REACH and
  • UNHCR

  • Minimum Expenditure Basket (MEB) for Libya includes expenditures for :
  • food,
  • hygiene items,
  • drinking water,
  • cooking fuel,
  • rent,
  • health and
  • Clothes

  • Current MEB have only mandatory elements

  • Harmonized CTV based on one harmonized MEB as of 01 January 2020 across east, west and south of Libya

  • MEB TF members have agreed to add education as a top-up/optional element into the current MEB in addition to existing mandatory elements.
  • Implementing Partners may decide based on programme priorities and funding availability to add optional element into the design of their programme
  • MEB will only cover education expenditure for primary school children aged between 6-18
  • Libyan MEB will consider one-time transfer during back-to-school period and the monthly recurrent expenses
  • Cash transfer value (CTV) will be set/calculated separately for IDPs and refugees/migrants as Education expenses for migrants and IDPs varies
  • In addition, a majority of refugees/migrants usually have access to private/community schools (either accredited or not by the education system) and cost is slightly higher

  • One-time cost COVERS expenses for supplies, uniform and books
  • it has been calculated at an average at 380 LYD per child per academic year
  • MEB TF members agreed to cover/consider 50% of the total average cost
  • Therefore, an average transfer value will be calculated at 190 LYD per child per family for one academic year
  • It will be transferred during back-to-school period
  • It will be same for Libyan and Non-Libyan (since supplies uniform and books remains same for both population group)

  • Transportation and homemade lunch has been considered as recurring cost
  • It has been calculated 200 LYD for migrants and 140 LYD for IDPS per child per month
  • MEB TF members agreed to cover/consider 20% of the total average cost for recurrent expenses
  • Therefore, an average transfer value for non-Libyan will be calculated at 40 LYD per child per family per month
  • While an average transfer value for Libyan will be calculated at 28 LYD per child per family per month during an academic year

  • UNICEF FGDS/interviews with about 250 non-Libyans refugees and IDPs in Tripoli
  • Consultation/Inspiration from Regional MEBs and Education Expenses including Tunisian and Morocco

  • REACH MSNA team will be requested to collect top-up and recurrent education expenses data in 2021 MSNA
  • REACH JMMI focal point will collect average expenses for one-time and recurrent elements expenses into May/June data collection round at 3 locations in East, West and South.
  • MEB TF will reconvene and MEB Education expenses will be reviewed in June based on new data sets

  • Partners PDM data indicates that rent is second most pressing need followed by food
  • Partners proposed to monetize rent amount based on family size
  • It should be noted that below rent calculation is not for cash for rent ACTIVITY per se but reflects amount that goes for rent out of total endorsed CTV
