  • SCCI agreed with the proposed approach and overall methodology used for the Indicators under Principle 1.
  • SCCI Meetings will be cancelled for 1 April and 8 April; to resume on 15 April 2026, if deemed necessary.

Level Setting on CIP Assessment Framework Development

SCCI to review Indicators, NOT Criteria, at present – may revisit Criteria once Indicators are stable

As agreed: Indicators include a mixture of process / procedure / governance based lists and quantifiable

The expectation is not for Indicators to score 10/10 – the GNSO should have areas to improve

Data may not be easy to collect – carefully consider the feasibility and usability of the data before integrating into Indicator

The collection of data will eventually help the GNSO determine areas of the greatest need for improvement.

Indicators

  • Properly developed indicators are crucial as they provide the data needed to confirm a criterion is fulfilled:
  • Process Indicators (Information on scope and quality)
  • Performance Indicators (Effectiveness and progress)

  • SMART Indicators should be:
  • Specific: narrowly defined and focused
  • Measurable: establish the data that will be used; where relevant, quantifiable
  • Achievable: realistic and feasible
  • Relevant: meaningful and clear relationship to the criteria
  • Time-bound: linked timeframe to track progress
  • Stakeholder expectations: stakeholder feedback

Additional Guidelines from Staff Supporting CIP Efforts

Each SO/AC has flexibility to determine the Criteria and Indicators and design how they best suit each SO/AC

Don’t try and force quantitative indicators where it does not make sense to the SO/AC or specific Criteria

  • A combination of qualitative statement-based (e.g., existing processes) and quantitative indicators can collectively demonstrate meeting Criteria
  • To the extent possible, be mindful of SMART Indicators

The Assessment Framework should be as meaningful as possible

  • Only select Indicators that are meaningful and useful to assess the GNSO and its effectiveness; preferably 3-5
  • Repetitive Indicators and/or re-use of data is acceptable
  • Be mindful of data collection

  • Do all Indicators need to be measurable and quantifiable?
  • Can GNSO assess its effectiveness relying on institutional procedures, processes, and practices already in place, leading to a statement-based “yes/no” Indicator?

  • Where and how do we make the distinction?
  • We may determine that Criteria need to be adjusted based on identification of Indicators
