Sub-project name update

The sub-project has been using the name “PCI”, “Mezz”, “NIC 3.0”, “OCP NIC” interchangeably across different pages/documents

This would be standardized to be “OCP NIC”

Released OCP NIC rev3.0 version 1.21

Minor version update that are mainly clarifications and increase hygiene of spec from feedbacks

It went thru contributors review and public review

Thermal Test Fixture for TSFF feedbacks

We have feedbacks that Thermal Test Fixture for TSFF has air leak

There is a proposal to include additional air-baffle

Discussing whether it is better to have the some leak or plug the leak. Similar leak was there in SFF to better mimic NIC in system
