VTA-ATU-Mission Transit Apprenticeship

Program Partners

  • Partnership between Santa Clara Valley Transit Authority (VTA), Amalgamated Transit Union Local 265 (ATU), and Mission College
  • Born out of the Joint Workforce Investment (ATU/VTA), the Transit Apprenticeships for Professional Career Advancement (TAPCA) was originally an apprenticeship for Bus Operators
  • Expanded to include: Light Rail, Bus Mechanic, and Overhead Line Worker apprenticeships = Career Lattice Apprenticeship

VTA-ATU-Mission Transit Apprenticeship

  • Received over 2 million in grants: CAI (Round 1) and DOL AAI
  • RSI funds = ongoing source of funds for apprenticeship classes at Mission College
  • 330 apprentice enrolled to date
  • 254 graduates received Certificate of Achievement from Mission College (80-90 more expected in 2020)

Teamsters Transportation, Distribution & Logistics (TDL) Apprenticeship Program

Program Partners

Northern California Teamsters Apprentice Training & Education Trust Fund (NCTAT)

  • Labor/Management (Taft-Hartley trust fund) training center created in 1998 to train commercial drivers for the construction industry (not an apprenticeship program)

  • Provides Commercial Driver’s License (CDL) and construction vehicle training

  • Conducts Safety & Health training for members and non-members

West Oakland Job Resource Center (WOJRC)

  • Local hire workforce intermediary borne out of the Oakland Army Base Redevelopment Project

  • Provides employment training, financial coaching, supportive services to local residents

  • Created a pre-apprenticeship program to partner with the Teamsters TDL program

Purpose of TDL Apprenticeship Program

  • Create career pathway for West Oakland residents to work at newly created jobs due to Jobs Policy at Oakland Port

  • Address equity, job quality, and sustainability

  • Meet the needs of employers (shortage of drivers)

  • One year program (2,000 hours)
  • Main Courses: CDL, Professional Skills, OSHA 10 General Industry, Forklift, Basic Haz Waste Worker, Hazmat Transportation Awareness, First Aid/CPR
  • Elective Courses: Advanced driving, advanced forklift, OSHA 10 – Construction
