Introduction

  • These bodies are created by State or Federal law, County ordinance or by action of the Board of Supervisors and provide forums for citizen input and accessibility to county government. The Board relies on these groups to advise them on a wide‐range of issues affecting their constituencies and to ensure they are responsive to community needs.

  • Board, Commission, and Committee responsibilities range from short‐term task oriented to long‐term with broad based jurisdictional responsibilities. There are bodies for County Service Areas, health and human services, criminal justice, elderly, planning, land use, property assessment appeal, fish and game, libraries, housing, and others.

  • Staff support is provided for many but not all Boards/Commissions.

  • There is an ongoing need for all interested Alameda County residents to apply for positions on commissions.

  • Many bodies have established Bylaws outlining the mission, purpose and specific details on the function of the group.

  • The Board of Supervisors rely upon Boards, Commissions, and Committees to identify common ground on specific issues, indicate program priority preferences and provide input on existing and proposed public programs.

  • All Boards, Commissions, and Committees are public bodies; it is the intent of the law that their actions be taken in open session. (Government Code section 54950). All meetings are open to the public and most are subject to the requirements outlined in the Ralph M. Brown Act.

Appointments

Three types of appointments made by the Board of Supervisors.

  • Supervisorial District Appointments: These appointments are based on residency in a specific supervisorial district. The Supervisor representing that district reviews applications and makes appointment recommendations.

  • At Large/Boardwide Appointments: These appointments are open to applicants from any supervisorial district. Any Supervisor can interview and recommend a candidate for appointment to the Board President. The President then presents the final recommendation to the Board of Supervisors for consideration.

  • Community Based Appointments: These appointments are made based on specific affiliations with a group or community. Recommendations for these appointments come from specific constituencies.

Term of Office

  • Appointment terms for various bodies are determined by statutes, board actions, or by-laws. When filling a vacant position, the appointment date is typically the day the Board approves the appointment, although the appointing authority may specify a different date. The term of the appointment ends at the completion of the full term specified in the by-laws, which can be 2, 3, or 4 years. Some bodies may not have a specified term limit in their enabling document. In such cases, the Board of Supervisors' Operating Procedures (#15 Boards and Commissions: Terms of Office) impose a limit of not more than 12 consecutive years of service on a body.

  • The BOS Office has the authority to vacate the seat once the appointment expires, even without a resignation letter.

  • NOTE: All appointees to a Boards, Commissions, and Committees must be residents of the County of Alameda, unless such residency requirement is waived by a majority vote of the members of the Board of Supervisors. Grounds for waiver may include, but are not limited to: lack of availability of County residents who are willing to serve on a Board or Commission or an individual who is a non-resident but has special qualifications that are necessary for the position.

Vacancies

  • The Clerk of the Board's Office maintains the Boards and Commissions database and is required to publish a report listing vacant and expiring seats appointed by the Board of Supervisors by December 31 each year. This report includes the incumbent's name, appointment date, term expiration date, and necessary qualifications. The vacancy report is available at the Clerk's Office and on their website. The Clerk's Office also posts public notices for unscheduled vacancies on Boards/Commissions and final appointments can be made by the Board of Supervisors after a 10-day notice period. If a position becomes vacant, the appointee may serve the remaining term, and reappointment is at the appointing authority's discretion.

Termination

  • Any member of a Board, Commission, or Committee who has been appointed by the Board of Supervisors can be removed by a majority vote of the Board. This applies unless there are specific provisions in County ordinances, resolutions, or State or federal statutes that state otherwise. The Board has the authority to remove a member at any time.

Application Process

  • The Board of Supervisors appoints Alameda County residents to serve as a Board Member/Commissioner on a volunteer basis. An application must be completed and the applicant must meet the qualifications and represent the constituency identified for the commission vacancy.

  • Please be aware that information disclosed in the Board and Commission Application is subject to public disclosure. People can apply to the Alameda County Boards, Commissions, and Committees online or on paper:

  • District Role: Publish vacancy announcement in the district's newsletter, on the official website, or through various social media platforms.

  • Return the completed application to the appropriate appointing or nominating authority, i.e., a Member of the Board of Supervisors, or the Agency or Department recommending the appointment. Applicants will be notified by the appointing authority when they are being considered for appointment.

General Selection Process

  • Depending on the Board, either the Chief of Staff and District Director or all District 3 staff will review the applicant's resume and application. *Please note that certain BC&C positions may involve in-person, phone, or online interviews.
  • District 3 staff will select the recommendations for Supervisor Lena Tam to review.
  • Supervisor Lena Tam will make the nomination.
  • The District Director will complete the nomination form and send it, along with the applicant's resume, to the Clerk of the Board.
  • The submission will be made at least two weeks before the next Board of Supervisors Regular Meeting to ensure it is placed on the agenda in a timely manner.
  • The Board of Supervisors will vote to approve the nomination at the Regular Meeting.
  • Once the nomination is approved by the Board of Supervisors, it will take effect immediately.
  • The Clerk of the Board will require a minimum of one week to update the nomination to an official appointment on public documents.
