State Requirement for ELAC

Education Code 52176(b):

    • All schools with twenty-one (21) or more English Learner (EL) students, not including Reclassified Fluent English Proficient (RFEP) students, are required to establish an English Learner Advisory Committee (ELAC).

    • All parents with students attending the school in which the ELAC is established are eligible and should be encouraged to participate in the ELAC.

Composition of ELAC

Function of ELAC

Provide written recommendations to the School Site Council regarding programs and services for EL students. Recommendations should be based on student performance and parental involvement data.

ELAC Officers

  • All ELAC officers must be parents of:
      • EL students or
      • RFEP students (for up to two years after reclassification)
  • ELAC officers can not be employed by the District

  • A member shall hold only one (1) officer position at a time.

  • Officers cannot serve at two schools during the same school year.

Responsibilities of ELAC Officers

  • Perform duties and responsibilities of their elected office

  • Actively participate in agenda planning meetings

  • Include information about the District Master Plan for English Learners on their agendas

    • Preside over all committee meetings
    • Assist in planning the agenda
    • Is fair and impartial at all times
    • Ensure that minutes are properly recorded
    • Perform additional duties appropriate to the office of the chairperson

    • Represent the chairperson in his/her absence or in assigned duties

    • Keep minutes of all regular and special call meetings
    • Transmit accurate copies of the minutes of all meetings to members
    • Assist with general communication to members
    • Assist the principal in maintaining records at the school site for five years
    • Keep contact information as provided only by the members
    • Participate in the planning of the agenda

    • Assist the chairperson in ensuring all rules and bylaws are followed
    • Be knowledgeable about bylaws of the committee, parliamentary procedures, Robert’s rules of Order and the California Open Meeting Law (Greene Act)

  • Bylaws may never conflict with federal, state, or District policies, rules and regulations.

DEMOGRAPHICS AND ELPAC

The ELPAC is the new state English Language Proficiency Assessment for California.

The ELPAC replacing the California English Language Development Test (CELDT).

The ELPAC is required for students identified as English learners in Kindergarten through grade twelve.

The ELPAC assesses four domains: Listening, Speaking, Reading, and Writing.

The ELPAC testing window is from Feb 1 - May 15.

ELPAC

Aligned with the 2012 California ELD Standards, which have three proficiency levels (Emerging, Expanding, and Bridging)

Two separate tests for two purposes:

  1. Initial Assessment: three performance levels

  • Summative Assessment: four performance levels

Reporting domains: Listening, Speaking, Reading, and Writing

Annual Summative Assessment window to be a four month period (February 1–May 15), allowing for more pre-test instructional time

The ELPAC Consists of Two Separate Assessments

  • The ELPAC IA is used to identify students as either an English learner (EL) or as fluent in English
  • The IA is administered only once during a student’s time in the California public school system based upon the results of the home language survey
  • Administered within 30 days of student eligibility
  • The locally scored IA will be the official score (scored at the school)
  • Begins July 1 (TRUSD starts August)

Summative Assessment (SA)

  • The ELPAC SA is only given to students who have previously been identified as an EL based upon the IA results
  • Spring administration (Feb 1st - May 15 th)
  • Results are used as one of four criteria to determine if the student is:
    • ready to be reclassified as fluent English proficient,
    • to help inform proper educational placement, and
    • to report progress for accountability
