ACTION PLAN FOR IMPROVEMENT IN LOADING

  • FOOD GRAIN :-
    • Division has 16.99 % lower loading as compared to last year. FCI & NAN are major players of FG loading in the division and FG loading is critically important, close liasoning with FCI authorities to facilitate FG loading is being maintained. Recently a BDU meeting on 20-12-2023 was held with FCI, NAN & TA loaders, which was presided by DRM/BPL. Parties assured to load with maximum potential inspite of various constraints such as less availability of loading commodity.
    • FCI & NAN authorities will jointly make program so that both may load convienently.
    • NAN has loaded 34.48 % higher FG loading as compared to last year.
  • IRON ORE :-
    • Division show phenomenal incremental growth of 769% loading of IRON ORE as compared to last FY till Dec-23.
    • New loop line is under construction at Panihar, TDC: Mar-24. Approx 2 to 3 rakes per month is expected during the year after completion of new loop line.

ACTION PLAN FOR IMPROVEMENT IN LOADING

  • FERTILIZER:-
    • There is drop of 8.78% in loading upto Dec-23 as compared to correspondence period of last FY, due to plant shut down for 36 working days. NFL authorities are persuaded regularly to place indents as per loading potential of NFL. There is potential of increase in loading by 15 rakes per month.
    • Uninterrupted supply of BCN rakes round the year will be ensured.
    • Continuous follow-up for additional infrastructure for increase in loading potential.
  • FLY ASH:-
    • With the continuous persuasion and efforts of BDU, average 23 rakes per month are loaded from three sidings of the division i.e. PSSS, BRSM & JBTS.
    • Shri Singaji Thermal Power Plant has requested to construct two GCTs inside PSSS (BIR station) plant is under process, out of which DPR of Phase-II has been approved on 13.09.2023 and ESP is approved at divisional level and sent to HQ for further approval.

REASONS FOR REDUCTION IN FREIGHT TRAIN SPEED

    • Non-acceptance of loads by adjacent divisions due to multiple rakes at particular goods shed or siding.
    • Stabling of BCN/BCNHL during slack loading seasons for multiple days. (Last year if a train was stabled for more than 24 hours at a particular station, then it was not included in speed calculation by Railway Board report. This year more than 24 hours’ time is included in calculating speed.)
    • Detention on account of loco changing mainly due to non-handing over of WAG-12/WAG-9 MU/WAG-7 Multi to NCR & WR: Avg loco :- 443, Avg detention :- 03:41.

ACTION PLAN TO IMPROVE FREIGHT TRAIN SPEED

  • Increase Crack train running and introduce crack trains on new routes. {i.e. ET-BINA-ET, AMLA-BPL-AMLA, SGO-KOTA –SGO}
  • Natural junctions: Viz. Bhopal and Itarsi. Require re-modeling to facilitate unrestricted through traffic.
    • Grade separators at ET bypassing ET station for BPL-NGP traffic is under construction, TDC: Jan-24.
    • Yard re-modeling of BPL- phase 1 (Open line, ESP under preparation). Approved under additional works under (2023-24)
  • Controlling stabling of excess BCN/BCNHL.
  • Long haul running has improved by 38.52% this year as compared to the corresponding period of last year. RTWS – Long loop has been constructed at RTWS station, and more long-haul trains will be formed in the DN direction.
  • Trial of long haul between Bina-ET-Bina has been done after completion of 3rd line. More & more long haul trains are being run in the section.

    • Surplus availability of empties in the Bhopal division, resulting adversely on WTR. Empty rakes remain waiting for disposal from HQ.
    • Bunching of mail express trains affects the speed of goods trains resulting in higher WTR.
    • Non-acceptance of loads by adjacent divisions due to multiple rakes at particular goods shed or siding.
    • Yard remodeling/goods shed development work also affects WTR adversely during the execution of works.

REASONS FOR DROP IN PUNCTUALITY

Asset Failure:-

  • Number of cases of ACP From 01 April to 31 Dec were 3735 while 2662 in same period of previous year.
  • Number of cases of CRO From 01 April to 31 Dec 2023 were 1268 while 925 in same period of previous year.

Increase in Number of Coaching Trains

  • Number of trains runs 64481 (from 1 April to 31 Dec 2023 ) while 62162 in same period of previous year, Which is 3.73% higher than previous year.

Out of Path

Trains are getting Out of Path from adjacent divisions. Precedence given to high priority Trains like Duranto, Rajdhani, Shatabdi etc over less priority trains.

  • Total out of path trains received from 1 April to 31 Dec 2023 are 53.87% while 36.94% in same period of previous year, which is 31.42% higher.

Data Rectification:-

  • Manual feeding has been reduced less than 2%. Presently manual data feeding is done only due to technical reason.
  • From 01 April to 31 Dec 2023 manual feeding Percentage is only 2.60% while 13.85% in same period of previous year.
  • From 01 April to 31 Dec 2023 total number of trains lost (0-15 Minutes) are 6573 while previous year it was only 780. Which is 742.69% higher than previous year.

REASONS FOR DROP IN PUNCTUALITY

Bottleneck in Trains operations:-

Junction Constraints

    • Bina, Bhopal, and Itarsi junctions have few interlocking constraints, cross movements, and goods movements which adversely affected train operation. Non- availability of Platforms.

Ghat Section

    • Budni-Barkheda is Double Line section while BINA-ITARSI is Three Line section. (TDC – Dec 23)

Highly Saturated Section

    • Percentage Utilization of charted capacity (with maintenance block) –

ET-BPL UP -121.5 %, ET-BPL DN -115.2%, ET-KNW UP-119.6%, BPL-BINA DN-117.4%, RTA-BINA UP-133.9%.

  • SHORT TERM

  1. There are many trains which had given additional stoppage without providing running time i.e:- (11057/58,12197/98,12001/02,21125/26,12853/54,22191/92,11125/26,15045/46,19167/68,22193/94,22195/96,19343/44,14317/18,19165/66,22631/32,19303/04,). For future, sufficient running time should be given with additional halts.
  2. All SCORs, SSs, PMs and guards are being counselled regarding real-time response to curtail restoration time in case of any failure, learning of all major and important Yards/stations precedence and crossings etc.
  3. Diversion of Coaching/Goods trains to Flyover bypassing Itarsi.
  4. Sufficient TA/EA should be given in the following trains- 15 trains which have less or No TA/EA. (ANNEXURE “A”)� Many trains have less halt time for watering/STR, which should be increased. (ANNEXURE “B”)
  5. Shifting of trains from BPL to other terminals to Congest BPL to improve Punctuality. (ANNEXURE “C”)
  6. 12919/20 has loco reversal at BPL, proposal has been sent to IRTTC to change its route from SHRN-BPL-NSZ to SHRN-NSZ. (ANNEXURE “D”)

B.MID TERM

1. Stabling of Goods trains occurred in the division due to poor availability of ALPs/LPs/TMs. At Present,

there are 313 Vacancy of TM. Need to fill the vacancy faster.

2. Bhopal yard remodelling phase-I :- to achieve directionality in BPL yard in connection with 3 line

between BPL-BINA.

3 BINA yard remodelling phase-II :- connection of 3rd line to BINA in connection with JHS-BINA 3rd line.

 

 C. LONG TERM

BHOPAL and BINA Yards are major bottleneck in the division. For debottlenecking of these yards,

works are under process. Re-modelling are proposed as:-

1 . Bhopal yard remodelling phase II :- complete yard remodelling.

Work is being sanctioned by Railway Board.

TLV-BIR speed raising:

Presently the speed is 50 kmph. Application was moved for 110 kmph. CRS has commented to provide physical isolation in TLV Loop line for which ESP/SIP has been approved. Work has to be done by Division.

Commissioned, notification for stoppages to be issued by HQ.

Bina 3rd/4rth line(NCR) and doubling in BINA-MDVK:
