Proposal 1
Submitted by Heidi Peters of Wheaton North Winter Guard
Overview of Proposal:
Propose that Unit Show Name appears alongside the Unit in the competition schedules.
Response to the Proposal:
Our schedules are created using CompetitionSuite which does not have this ability - so until we change our show scheduling software, show titles cannot be added to contest schedules.
Proposal 2
Submitted by Stephen Scott of St. Ambrose University
Overview of Proposal:
I am proposing that we put measurements (in inches) and pictures of doorways and pathways of the schools in the contest info packets.
Response to the Proposal:
The prop drop-off and contest entry/exit door types are listed in the packet. Dimensions for doors are per WGI’s descriptions of “standard door” and “standard double door.” Maps are also included that show pathways and doorways.
If the membership wants to pursue this, the Contest Director suggests that this is an additional step hosts can take when filling out their info sheets, but will not require it of a show host.
Proposal 3
Submitted by Vicki Mogil of Steperette Cadets Color Guard
Overview of Proposal:
I would like to see the MWCGC website become a viable source of information for parties outside of the Circuit who are interested in Circuit shows and a one-stop link for those of us who need a spot to which to go.
Response to the Proposal:
We are taking some time to assess the website and its functionality. We will maximize what we can in terms of show information on the calendar part but need to consider other proposals for a fresher redesign.
Proposal 5

Overview of Proposal:
I’m proposing that “MWCGC” appears on the back of the medals in place of “MCGC.”
Response to the Proposal:
This change has been noted for awards orders for next season.
Proposal 4
Submitted by Sara Reich of Hersey High School & the MWCGC Board of Directors
Overview of Proposal:
Adjust the policy for show add and drop processes given data retrieved from the use of the policy over the last season.
Rationale for the Proposal:
There were quite a large number of drops and additions in the 2024-2025 season that happened prior to the 2 week penalty date, but hosts were already planning shows and the CD had schedules drafted. This would be to encourage units to hold their sign-ups, while still allowing for board discretion as unforeseen circumstances arise.
Financial Impact:
Only on the groups who would be required to pay the fee.
Would it Require a Bylaw Change:

Proposed Bylaw Language:
Revising Bylaw 4.1:
Entries to add or remove contests after January 1 will require a one hundred ($100.00) fee per adjustment in addition to the annual membership dues. The fee for adding a new contest will go to the Midwest Color Guard Circuit and the fee for removing a contest will go to the show host. If a unit is switching shows - dropping one, but adding another - there will be one (1), one hundred ($100.00) fee split evenly between the Circuit and the dropped contest host.
Any unit who withdrawals from a contest fourteen (14) or less days before the contest will be subject to the penalty as determined in bylaw 4.2. If a unit wishes to appeal any fee, they will need to submit a letter or email from their school administrator (Scholastic Units) or from the head of the Board of Directors (Independent Units).
Proposal 6

Overview of Proposal:
Any damage to the Circuit tarp, backdrop, sound system and any other equipment will result in all applicable penalties plus a monetary fine.
Rationale for the Proposal:
This will encourage units to check all props and equipment to reduce damage to the Circuit tarp and equipment. Funds would then be used to replace or repair damaged items.
Financial Impact:
Only to the units who are assessed the fee.
Would it Require a Bylaw Change:
Yes. New bylaw 4.3 The Board of Directors shall have the authority to assess fines, in addition to any applicable point penalties assigned by the Timing and Penalty Judge, against any unit who causes damage to any MWCGC property or equipment. Such fines will be inclusive of all costs incurred to repair or replace the damaged property, including materials and labor for work performed. All fines must be paid in full before a unit will be allowed to compete in further contests.
