Am I Eligible?

  • Classified employees who are regularly scheduled for 20 hours a week (or more) are eligible upon hire.

OR

  • Classified employees who are as-needed/temporary are eligible upon completion of 1040 hours in a 12 month rolling period. See CSC Benefits Matrix.

When does coverage begin?

  • Medical/Vision coverage begins the first day of the pay period following your eligibility date.

What is an eligible dependent?

The following dependents are eligible for Medical, Vision and Dental benefits:

  • Legal spouse or registered domestic partner (proof of legal marriage/domestic partnership is required).
  • Natural children, stepchildren and adopted children (from birth to 26 years of age)
  • Legal guardianship and court-ordered children (up to the age of 19)
  • Adult disabled children

How do I apply for coverage?

  • New Hires: Upon hire, benefit eligible employees will receive an enrollment notification via ZenDesk with step-by-step instructions and links to enroll in benefits.
  • Existing employees: If a qualifying event exists, you can enroll online by visiting www.sfhss.org.

I did not receive an ID card for Vision or Dental, what do I do?

VSP and Delta Dental do not issue ID cards; your SSN is your ID number (dependent SSN’s are theirs). Once enrolled, you can visit www.vsp.com and www.deltadentalins.com to register an account, check coverage, locate providers and view claims.

Will SFUSD reimburse me if I do not elect benefits?

At present, SFUSD does not offer reimbursement of health premiums to employees who waive coverage.

How do I pay my health premium?

Health insurance premiums are deducted from your bi-weekly paycheck. The deduction is taken pre-tax, reducing your taxable income. School term employees pay a higher premium during the first half of the year (Jan - June) to cover you during the summer break.

What is HSS (Health Service System)?

Your health insurance plan is administered by Health Services System (HSS) of the City and County of San Francisco. You can call or visit their office with questions about your health plan and vision coverage, Mon - Fri from 8AM - 5PM. HSS contact information is located in the “Key Contacts” section of this presentation.

What if I leave SFUSD?

Health/vision coverage will terminate on the first day of the pay period following your last day of work. Dental coverage will terminate on the first day of the month following your termination date. You will receive a notice to extend benefits under COBRA within 45 business days of your resignation/termination.

What about Open Enrollment?

Open Enrollment is a period of time during which employees can enroll in benefits, make plan changes or terminate coverage without need of a qualifying event. The annual Open Enrollment period takes place during the entire month of October and any changes will become effective on January 1st of the following year.

VSP offers two vision coverage levels: Basic and Premier. The basic option is free and automatically enrolled with your health plan; the premier level is provided at an additional bi-weekly fee and is voluntary. Only employees and dependents enrolled in a health plan are eligible for coverage in both the basic and premier plans.

Delta Dental is a PPO dental plan that allows the flexibility of seeing in-network and out-of-network providers. SFUSD offers two dental plans “Core” and Premium Dental. Here’s how it works:

What does it cost?

  • There is no bi-weekly premium deduction for Core employee and dependent coverage. The “Core” plan is fully employer paid.

  • There is also a Premium Dental plan where you can receive higher maximum’s versus the free Core plan. There will be a bi-weekly premium deduction. For pricing options please refer to Bswift.

What is my coverage?

  • Diagnostic, Preventative and Basic Benefits are covered at 70% for the first year of enrollment.
  • If you use your dental plan at least once each year, with no break in service, you will earn an additional 10% of coverage until you max out at 100%. See table below:

1st year: 70%

What is a break in service?

Loss of dental coverage due to resignation, retirement or termination of job or by waiving coverage during an unpaid leave of absence constitutes a “break” in service.

What is the coverage maximum?

The Core Plan Maximum benefit payable by Delta Dental in a calendar year is $2,000*

The Premium Dental Plan Maximum payable by Delta Dental in a calendar year is $3,000*

Sick leave and Floating Holidays (how it works):

  • All PCS, PEX and TPV employees “regularly scheduled 20 or more hours per week” are entitled to the following:
    • Sick leave accrual at .05 hours for every hour worked
    • Accrued sick leave cannot be used until after 90 days of continuous employment with SFUSD. Unused sick leave may be accumulated from year-to-year.
    • Sick leave is NOT paid out upon resignation/termination of employment, but can be transferred to another City of San Francisco Department if you transfer to another department.

Regular Sick Leave with Pay

Temporary Exempt (TEX)

  • All TEX employees “regularly scheduled 20 or more hours per week” are entitled to the following:
    • The equivalent of three working days per fiscal year, to be used after your 90th day of work under the Sick Leave for All rule *Health Families Act
    • Sick leave accrual at .05 hours for every hour worked upon reaching 1,040 hours of continuous work in a 12-month rolling period. When you begin to accrue time, you will lose access to any ‘Sick Leave for All’ hours.
    • Unused sick leave may be accumulated from year-to-year.
    • Sick leave is NOT paid out upon resignation/termination of employment, but can be transferred to another City of San Francisco Department if you transfer to another department.

Helpful hint!: If you see it on your paystub, you can use it!

Floating Holidays

(For employees regularly scheduled 20 hours or more per week)

Floating holidays are days off employees can flexibly schedule to take throughout the fiscal year. Floating Holidays are “use it or lose it” and do not roll over at the start of each fiscal year. Usage of these days must be approved by your supervisor.

  • PCS, PEX and TPV employees receive 5 Floating Holidays per fiscal year; to be used upon six months of continuous employment.
  • TEX employees receive 5 Floating Holidays per fiscal year after reaching 1,040 hours of continuous service in a 12-month rolling period. Can be used 6 months following 1,040 hours worked.
  • Management positions receive 4 Floating Holidays per fiscal year; to be used upon six months of continuous employment.

Vacation Leave

Vacation

  • For PCS and PEX appointments, vacation is accrued and can be used upon hire (see table below for accrual rates).
  • For TPV appointments, vacation is accrued upon appointment but cannot be used until after one year of continuous employment (see table below for accrual rates) .
  • For TEX appointments, vacation is accrued after reaching 1,040 hours of continuous service in a 12-month rolling period and can be used six months after 1,040 eligibility.

    • Accrued vacation time will not appear on your paycheck until you are eligible to use it.
    • Vacation time can be paid out upon resignation/termination of employment or transferred to another City of San Francisco department if you transfer to a different department.

San Francisco Employees’ Retirement System (SFERS)

What is SFERS?

The SFERS Pension is a defined benefit plan funded through pre-tax employee and employer contributions and investment earnings. The plan provides service retirement benefits for it members, calculated using a formula based on age at retirement, years of service and final compensation. Membership is mandatory.

Eligibility Rules

  • PCS and PEX employees begin mandatory contributions upon appointment.
  • TPV and TEX employees begin mandatory contributions upon reaching 1,040 hours of continuous service in a 12-month rolling period.

Contribution

The SFERS employee contribution is determined by your hourly wage. Likewise, the amount that the district matches is also determined by the employees hourly wage. The 2025-2026 rate is based on the hourly rate as of 6/30/2025. The 2026-2027 rate is based on the hourly rate as of 6/30/2026.

Vesting

Employees who remain members of SFERS for a period of five years are vested in the pension and will be eligible for service retirement, disability retirement or vesting retirement provided you meet the eligibility requirements for each retirement option.

Employees who leave employment with the City and County of San Francisco prior to reaching the five year vesting period may request a refund of the employee contributions by contacting SFERS directly.

Social Security, Medicare and State Disability

Social Security

In addition to SFERS, all Classified Civil Service employees contribute to Social Security retirement pension.

  • Employee contributes 6.2% of gross salary.
  • SFUSD matches contribution at 6.2% of gross salary.

Medicare

As of April 1, 1986 contributions to Medicare are mandatory. The following deductions are taken each pay period:

  • Employee contributes 1.45 % of gross salary.
  • SFUSD matches contribution at 1.45% of gross salary.

State Disability

Additional mandatory contributions are taken each pay cycle for State Disability and Unemployment Insurance. These tax rates change frequently, please refer to edd.ca.gov for additional info.

Life Insurance AD&D and Long-Term Disability (Symetra):

What are the policy amounts?

  • The Life Insurance benefit is $25,000.
  • The Accidental Death and Dismemberment benefit is also $25,000.
  • The Long-term disability coverage is 50% of your salary, up to a maximum of $1,000 per month. There is a 180-day waiting period from the date last worked or date of injury/illness.

What is the cost?

This benefit is provided free of charge.

How do I enroll?

  • PCS, PEX and TPV employees regularly scheduled for 20 hours or more per week are automatically enrolled upon appointment; no paperwork is required.
  • TEX employees regularly scheduled for at least 20 hours per week are enrolled upon completing 1,040 hours of continuous service in a 12-month rolling period.

Coverage begins effective the first of the month following your eligibility/appointment date.

How do I assign a beneficiary?

For existing employees, you may elect beneficiaries during Open Enrollment in Bswift. New Hires: instructions for enrolling beneficiaries onto your life insurance plan are included in your new hire benefits email.

How does my family submit a claim?

Life insurance, AD&D and Long-term disability claims must be submitted by a SFUSD benefits analyst directly. Please submit a ticket to the Benefits team at eis.sfusd.edu.
