Although talent may be equally distributed, the opportunities to develop those talents are often

limited.

Horizon has developed a wide array of learning opportunities to develop our student’s unique talents.

Students in grades TK-Grade 8 learn within an Academy designed for their unique developmental needs.

High School students work with a Counselor, Highly Qualified Teachers, and a Supervising Teacher who work in union to develop a personalized plan and support student progress.

Personalized Learning

What is GTA?

Horizon recognizes that there are differences between students who are Gifted, Talented or high Achieving. We have developed a unique program designed to meet each of their unique needs.

Any student may use the Gifted Curriculum and receive the support of a highly trained Mentor.

Students who wish to be identified as Gifted, Talented or High Achieving may participate in a specialized program for formal designation as Gifted. All students may attend special events.

What is Montessori?

Montessori method allows student’s natural interests to drive learning.

Join a network of families who want the support of an online curriculum to help assure their student stays on track but they also want hands-on activities.

Horizon offers a full-day, onsite Montessori program in Lincoln and an On Demand program within our Independent Study Program.

All students may attend special events to support socialization.

WHY?

  • 21.22 New Leadership
  • Budget Transparency and Revelations
  • Multiple Years of Deficit Spending
  • Improve Fiscal Management
  • Improve Internal Control

39 of 83

Ryland SBC was contracted to:

  • Review the costs of various cohorts, or academies, compared to related revenues,
  • Identify potential cost savings in the current and future budgets,
  • Provide recommendations, and
  • Present recommendations to the governing board

Page 2

40 of 83

The bottom‐line deficit per student of $1,187 equates to $1.8M of deficit spending which will erode the current fund balance within the next twelve months without significant budget balancing actions to begin in conjunction with the first interim report.

Based on this recommendation, the Montessori program cannot be sustained as configured and closure of the program is recommended.

Page 3

41 of 83

Other Recommendations

  • Right size administration
  • Examine Class sizes
  • Improve Reserve balance to align with GFOA (Government Finance Officers Association)
  • Examine the use of one-time funds (grants)
  • Examine special education funding models
  • Special Education fiscal structure

In accordance with Education Code 64001, districts shall assure that schools participating in programs funded through the state's consolidated application process and any other school program they choose to include, will develop a School Plan for Student Achievement (SPSA).

The school site council (PAC/ILT) is responsible for the development, annual review, and update of this plan. The content of the SPSA shall be aligned with goals for improving student achievement and address how funds will be used to improve academic performance (aligned to LCAP).

PROMOTE!!! * Appeal to pre-college families: flexibility to intern, volunteer; college level classes (dual enrollment)... LEVERAGE!

    • * Work-life balance for students and families
    • * 8 hour model makes other opportunities nearly impossible for internships, jobs, explorations
    • * ⅓ of Math teachers from traditional schools- indicate they skip content to support lower level math so the impact at the higher grade levels means the gaps grow and its worst in high impact schools (equity)
    • * Equitable: We don’t pay for the same things public schools do… dual enrollment is financially supported by Horizon; sibling support;
    • Families can share funds

Partner with communities for internships

Free access to FOO (FRD/SED)??? May be a barrier
