The legislation enabling community choice programs to exist was Assembly Bill 117, passed back in 2002
CCAs are established as local, not-for-profit, government agencies, structured as a joints powers authority, like a waste or water district.
CCAs become the default service provider for the communities they serving, meaning we are opt out programs. Customers must take action to return to the investor-owned utility if they’d prefer not to enroll with the CCA
This opt out model supports ambitious state clean energy goals, as CCAs typically offer a large percentage of renewable energy than traditional utility service.
The CCA takes over the generation portion of your electricity service, offering customers a choice for where they get their electricity.
This model offers increased benefits like local decision-making authority, ability to provide tailored community energy programs to our customers, and local reinvestment opportunities because the revenue from our customers can be returned to the community instead of used to pay shareholders
