RFP for Independent Audit Services - Need

Scope, Tasks, and Requirements (Section 3.0 of the RFP).

  • What services are required?
    • Annual financial audit of District’s general and non-bond generated funds.
    • Annual financial and performance audits of District’s bond-generated funds.
  • Requirements for each audit.
    • Performance of the audits shall be in compliance with the relevant provisions of California Education Code §§ 14503, 14504, 14505, and 41020.
    • Performance of the audit shall be in compliance with generally accepted standards and requirements of relevant accounting and auditing regulators and organizations.
    • A audit working papers shall be retained for a minimum of three (3) years and shall be made available to the District upon request.

  • Tasks for each audit.
    • Meet relevant District staff to establish audit parameters and information gathering.
    • Prepare and present a proposed work plan to include timelines and deliverables.
    • Review prior audit reports as necessary to identify prior findings and recommendations.
    • Prepare and present draft preliminary annual audit reports to the District; discuss same with District staff to try and resolve any findings.
    • Prepare and present final audit reports to the District’s Board of Education.
    • Present Proposition 39 General Obligation Bond audit reports to the Citizen Bond Oversight Committee (“CBOC”).
    • Submit Proposition 51 funded performance audit report on the State Facilities Program funded projects to the State Office of Public School Construction (“OPSC”).
    • Continue to engage with the District until the audit report is certified by the State Controller, accepted by the CBOC, and the OPSC.

Proposal Submission (Section 4.3 of the RFP)

  • Proposals must be submitted by email to Udoma@sfusd.edu
  • Submit the Technical Proposal and Fee Proposal (Appendix B) as separate attachments to the same email.
  • Email must be a direct email; it cannot be a reply email or part of a thread.
  • Follow the protocol for the subject line.
  • Submit proposals once ready; do not wait till the last minute. Remember, technology glitches can occur which may prevent timely transmission of the proposals.

Proposer Presentations.

  • Proposer presentations.
  • Must meet minimum qualifications to participate - by invitation.
  • Virtual Presentation via Zoom
  • 30-minute presentation followed by 30-minute Q&A.
  • Maximum of 4 attendees per proposer; one of the attendees must be the proposed lead for the District’s audit work.
  • All attendees must participate in the presentation but the proposed lead for the District’s work must be the primary presenter.
