Robert Oppenheimer and Leslie Groves, 1945

It is sometimes said that science has nothing to do with morality. This is wrong. Science is the search for truth, the effort to understand the world; it involves the rejection of bias, of dogma, of revelation, but not the rejection of morality... One way in which scientists work is by observing the world, making note of phenomena, and analyzing them.

“I can’t decide between these two tragedies.” (Russia-Ukraine war / IPCC’s 6th report)

“. . . truly geopolitical”: land grabs (by a powerful nation; by the earth tightening its grip on all nations)

“inter-war period” – Latour’s life, Great Acceleration

1989: “illusions about the end of history and the beginning of the other history, geohistory”

“I don’t know how to hold both tragedies together. . . . I do not see the order emerging from the ‘planetary’ war reported by the IPCC.”

“This is where we have to trust the world, the planet, the earth. To believe in another law of history, the one by which inevitably – oh, how I insist on this adverb, inevitably – the current conflicts can, no, must lead to the preparation of the planetary order that could follow the world order, so powerless as we see it is to prevent Russian tanks from occupying Ukraine.”

38 of 55

“Unfortunately, both tragedies are now enmeshed even further in what amounts to a war of worlds.”

Russia-Ukraine War

  • suspicious of “disseminating ‘fake news’”
  • a rupture of the epistemic community
  • No mention of war, but of “special operation”.
  • No war, no peace – a-historical war
  • Two apocalypses: a fight between the good and the bad; sudden death by nuclear holocaust

Climate war, the new climate regime war

  • other none-declared war: no war, only “transition”

Connection between the two

"Bruno Latour has undertaken an ambitious analysis and reinterpretation of modernity, challenging the most fundamental categories such as the distinction between modern and pre-modern, nature and society, human and non-human.

“A central insight in Jasanoff’s work is that science, technology and modern society are co-produced. Her work is distinctive in analysing how practices of expert knowledge production and background beliefs about science impact on the modes of argument and persuasion that count as good justification”

In Theory, Culture & Society (2010)

  • IPCC’s representation of climate change
    • as a global phenomenon
    • detached knowledge (abstract, universal) from meaning (experiential, local)

  • Tensions between the impersonal, apolitical, and universal imaginary projected by science and the subjective, situated, and normative imaginations of human actors

  • Undermines existing social institutions and ethical commitments at 4 levels: communal, political, spatial, and temporal

49 of 55

Co-production framework

  • “Science is not the only, nor even the primary, medium through people experience climate.”

  • “The epistemic claims of environmental science are most trusted when they engage with practices that confer normative authority.”
    • Climate change is problematic: because it separates the epistemic from the normative, global fact from local value
    • Displacing the notion of community
    • Spatially unbounded
    • Future generations? Temporally undefined

🡪 Difficult to assign “responsibility” and “right”

50 of 55

Criticism of the sustainability concept

  • 1988 Brundtland Commisionn’s Our One World
    • Expert consensus
    • “not-but” logic

“From space, we see a small and fragile ball dominated not by human activity and edifice but by a pattern of clouds, oceans, greenery, and soils. Humanity’s inability to fit its activities into that pattern is changing planetary systems fundamentally.”

    • “both-and” logic

“how can climate be seen both as a matter of situated ‘human activity and edificeand as a function of greenhouse gases mingling with the ‘clouds, oceans, greenery, and soils’ that pattern the Earth’s inanimate face?”

Community

Brazilian witness

“You talk very little about life, you talk too much about survival. It is very important to remember that when the possibilities for life are over, the possibilities for survival start. And there are peoples here in Brazil, especially in the Amazon region, who still live, and these people that still live don’t want to reach down to the level of survival’ (WCED, 1987: 40).

52 of 55

Politics

Jasanoff argues:

“scientific facts bearing on the global environment never take root in a neutral interpretive field; they are dropped into contexts that have already been conditioned to produce distinctive cultural responses to scientific claims.

Example: the pervasive reliance of US decision-makers on mathematical modeling as a basis for environmental standards

53 of 55

Space / Time

  • Across the world, the origins of the environmental movement were once firmly tied to places and particulars.

- Climate change, too, can be linked to a place, but that place is the whole Earth

  • Climate change invites humanity to play god with time
    • Futures are given in visual reality
    • National differences: for example,

“Europe’s insistence on the precautionary principle, rooted in the civil law tradition of precisely defining the state’s responsibilities toward citizens, has clashed with US common law perspectives that focus on the remediation of empirically documented harm.”
