Goal One: By June 2026, increase student proficiency in Math and Reading by 10 percentage point (e.g. Math grades 3-8 from 26.5% to 36.5%; Reading grades 3-8 from 31.1% to 41.1%; Math I from 27.5% to 37.5%, English II from 58.5% to 68.0%).

Rationale: This goal will address disparities in student proficiency and growth between cohorts to align targeted interventions with students showing the most significant declines; and to include initiatives to improve transition supports for students advancing between grade levels with unknown proficiency gaps.

  • Provide ongoing professional development that strengthens core instructional practices, ensures alignment with state standards, and includes continuous district support to promote effective implementation.

  • Deliver professional development focused on social-emotional learning and effective classroom management through Character Strong, supporting whole-child success across all MTSS tiers.

  • Monitor student performance using the MTSS Tier I Data Protocol through MTSS data meetings after each diagnostic three times a year to: strengthen core instruction, identify student needs, and adjust instructional strategies.

  • Review, revise, and ensure consistent implementation of standardized MTSS Data Trackers in all schools to monitor student progress, evaluate intervention effectiveness, and guide movement between MTSS tiers.

Goal Two: By June 2026, the district will ensure that 80% of teachers consistently deliver standards-aligned instruction to strengthen core instruction and improve student learning outcomes, as evidenced by classroom walkthroughs.

Rationale: This goal will create a unified approach to standards-aligned instruction and data-informed decision making that will: strengthen Tier 1 core instruction, reduce the number of students requiring intervention, and ensure equitable access to high-quality teaching across all schools.

Goal Three: By June 2026, the district will increase the instructional leadership capacity of all principals, ensuring they provide targeted feedback and coaching to teachers to strengthen instructional practice, as measured by participation in professional development, quality of feedback documented in coaching cycles, and evidence from school-level walkthrough data.

Rationale: This goal will build leadership coherence, accelerate instructional improvement, and directly contribute to improved student outcomes by developing the knowledge and skills to ensure delivery of high-quality instruction, meaningful feedback, and aligned teacher support.
