Who is the FA?

  • Founded in the 1980s as the Instructors’ Association (IA).
  • The exclusive, PERB recognized, collective bargaining agent for credit faculty and the three PCW directors at SBCC.
  • Does not include non-credit part time faculty, who used to be represented by a “meet & confer” group, the Continuing Education Instructors’ Association (CEIA).

Who is the FA and what do we do?

  • Following the EERA (Educational Employment Relations Act) on principal the District has to negotiate with the exclusive bargaining agent about all things that address salaries, benefits, “and other terms and conditions of employment”. The latter includes workload, leave policies, transfer & reassignment policies, class size, evaluations, grievances, part time faculty rehire rights, layoffs, disciplinary action, reduction in force (layoffs), and others.
  • At SBCC, however, the FA has delegated negotiations about workload, evaluations, and class size, and standards for discipline to the Academic Senate.

Who is the FA and what do we do?

  • Anything that the FA negotiates with the District is usually codified in the Collective Bargaining Agreement (CBA) or better known as “The FA Contract”. That contract is going through a ratification vote of the association members. http://fa.sbcc.edu/contracts
  • Anything that the Academic Senate “negotiates” with the District, i.e. the delegated items is usually codified in either Board Policies or Administrative Procedures. It is approved by the members of the Academic Senate. http://www.sbcc.edu/boardoftrustees/board_policies_procedures.php

Who is the FA and what do we do?

  • The FA is lead by a 9-person Executive Board.
  • Board members are elected by the Faculty Association members, full time and part time.
  • 5 board members have to be full time faculty.�(currently:Carmen Rivero, Anna Parmely, Jamie Campbell, Lee Chang, Cornelia Alsheimer)
  • 3 board members have to be part time faculty.�(Lynne Stark, Geordie Armstrong, Jeff Gray)
  • 1 board member can be either full or part time faculty. (Erin O’Connor)
  • The FA executive board then elects the FA president, Vice-President, Secretary, and 2 Grievance Officers.

Who is the FA and what do we do?

  • In addition to negotiating with the SBCC District … � …. the FA president and other board members�- attend meetings of certain college committees to gather information and make faculty concerns heard.�- accompany and represent faculty in meetings with the administration that may affect the member’s employment (a.k.a. “Weingarten” or “Redwoods Rights”).�- accompany and represent part time faculty in EDD hearings re. their unemployment benefits.�- assist faculty members to file grievances when they feel their contractual rights were violated.�- assist faculty members when disciplinary actions are taken against them.�- communicate with faculty via emails, open FA board meetings (Fr 9 – 10:30 a.m., BC214), an annual newsletter and via all-faculty plenary sessions.�

Who is the FA and what do we do?

  • The FA is assisted in our work by a labor law attorney’s office, who we regularly consult on behalf of our members. (Law Offices of Robert Bezemek, Oakland)
  • The FA is a member of the California Community College Independents (CCCI), a statewide association of other independent bargaining units. We receive advice, guidance and support from their leadership team, the members’ email discussion group and by sharing information and attending workshops at their bi-annual meetings. CCCI also represents the independent bargaining units at the State Chancellor’s office, the state Board of Governors and the legislators.

Who is the FA and what do we do?

  • How do we pay for these services?

1) By asking faculty to pay� - membership dues (0.27% of all Spring &Fall gross earnings) �OR� - fair share dues/agency fees paid by non-members (0.21% of� all Spring &Fall gross earnings)�

2) Also the SBCC District pays for 4 TLUs per semester which helps compensating the FA officers.

How can non-credit faculty fairly and adequately be represented.

  • By forming an independent “meet & confer” group.
  • By forming an independent PERB recognized bargaining unit.
  • By joining one of the bigger state/nationwide unions, i.e. CFT, CTA, UPTA.
  • By joining the SBCC Faculty Association.
