What is a Jean Monnet Chair?

  • Erasmus+ Jean Monnet Actions support teaching, research and policy dialogue in the field of European Union Studies

  • Jean Monnet Chair is a teaching post for scholars with recognized achievements in EU Studies

  • EuroLaw is the first JM Chair in EU Legal Studies in Armenia

Needs addressed by the Chair

Knowledge

  • further development of the domestic legal culture,
  • Improving the quality of policy- and law-making,
  • further advancement of implementation of the EU-Armenia CEPA,
  • modernization of legal methodology (including the methodology of judicial interpretation and argumentation techniques),
  • improvement of understanding of the EU as a global actor and the influence on its law and legal practice on the domestic legal order

Skills

  • further development of professional skills of policy- and law-makers and the judiciary

Academic Networks

  • Further development of the Armenian academic community,
  • deepening the international integration of Armenian scholars,
  • strengthening methodological capacity and interdisciplinarity

Specific objective 1. Enriching the educational offer in EU Legal Studies in Armenia with high-quality courses�

  1. Constitutional Transformations in EaP Countries: the Processes of Europeanization (30 h)
  2. Implementation of the EU-Armenia CEPA: Europeanizing Legislative and Judicial Practices (40 h),
  3. Comparative legislative studies: Law- and Policy-Making in the EU and Its Member States (24 h)

Target groups: Students, civil servants, lawyers, judges

Modes: regular courses for students; certificate modules for external participants

Specific objective 2. Enhancing the academia-practice dialogue by organizing tailor-made trainings, providing methodological support and sharing research results with law- and policy-makers, the judiciary and other legal practitioners

The following activities are planned under this objective:

  • providing a tailor-made training 1 “Methodology of Law- and Policy-Making: Best Practices from the EU and Its MSs”
  • providing a tailor-made training 2 “European Legal Methodology: Judicial Interpretation and Argumentation Tools”
  • providing regular methodological and expert support (consultations) on EU law, legal approximation and law-making methodology to domestic and international practitioners (on their request)
  • inviting practitioners to join the Roundtable “EU Legal Studies in the Domestic Context: Theoretical and Practical Aspects of Legal Europeanization” and the Conference “Europeanization of the legal orders of EaP countries: going beyond formal legislative approximation”

Specific objective 3. Further development of international scholarship in Legal Europeanization and stimulation of the academic discussion

This will be done by:

  • preparing three academic publications (peer-reviewed articles)
  • organization of the International Conference “Europeanisation of the legal orders of EaP countries: going beyond formal legislative approximation” and the Roundtable “EU Legal Studies in the Domestic Context: Theoretical and Practical Aspects of Legal Europeanization”

Specific objective 4. Developing the capacity of the local academic community in EU Studies, its consolidation and further internationalization

This will be done by:

  • organizing the Academy of Research in EU Studies providing training by well-established international trainers on: (1) research design and methodology of research and (2) building academic careers in the field of EU Studies
  • implementation of the Research Partnership Initiative (RPI) enabling cooperation (co-authorships) between scholars/students in Armenia and internationally. RPI opportunities will be open to both EIU students and participants of the Academy

  • May/June 2023 – AREUS (training part). Applications will be open in March 2023.
  • Early October 2023 – AREUS (networking part). This even will be implemented jointly with the Association of European Studies for the Caucasus.
