    • The population of people with disabilities is evenly distributed across the country, but according to the CDC, there is a slight skewed density towards the Southern region of the U.S.
  • Globally, 15% of people have a disability which equates to 1 billion people.
    • Developing countries around the world are where more people with disabilities can be located due to many factors including lack of access to healthcare, resources, and basic needs.

Market Sizing: percent of target market that could benefit from training programs

  • Only 35% of people with disabilities in the United States are employed, and the unemployment rate for people with disabilities as of 2019 was 19.3% (about 8 million).
  • Some training programs that aim to provide training and resources that encompass the broad categories of physical and mental disabilities include:
    • Vocational Rehabilitation
    • The U.S. Department of Labor's Employment and Training Administration (ETA)
    • AbilityOne
    • Disability Employment Initiative

Market Sizing: 503 Regulated Government Contractors

  • According to the U.S Department of Labor, any contractor with a covered federal contract in excess of $10,000 is required to take affirmative action in employing qualified individuals with disabilities in compliance with section 503 of the Rehabilitation Act of 1973.
  • As of 2017, there were approximately 4.1 million government contractors, with some of the largest being Lockheed Martin, Boeing, Raytheon, General Dynamics, Northrop Grumman. With an average contract estimating at around $100,000, approximately 99% of contractors are under those regulated by section 503.

10

  • In 2018, the Office of Federal Contract Compliance Programs set the employment utilization goal of individuals with disabilities at 7% , whereas half of contracts struggle to meet that goal (2 million).
  • In addition to identifying impediments to equal employment in the workplace, the contractor must also create action-oriented programs to correct them.
  • Contractors must annually document and update data related to the number of applicants and hires, such as those with disabilities. Every five years, they must also allow their employees to voluntarily self-identify as individuals with disabilities.
