A. Well-Defined Objectives

The aim of extension is not only to provide personal service but also to work with the people, teach them how to do things for themselves. Leadership should come from the people and not from the extension worker. The role of the extension worker is to provide the initial direction by providing information or to keep clear of activities to be done and let the people get on with the job. The people determine the procedures to be used in achieving their goal once the task is known and understood (Crouch 1984).

The Cebu Technological University (CTU) Extension and Community Services is the conduit of knowledge and information, skills and technology generated by the college that would effect change geared towards improving the quality of life of the disadvantaged and less privileged groups. Hence partnership with the departments and other key partner stakeholders will reach the lives of the people and other partners in the community.

A. Well-Defined Objectives

The extension programs of the college focus on capability building through education, conduct of livelihood skills training for Out of School Youths and Unemployed adults; continuing education for professionals; technology transfer to development partners; technical assistance to support programs of government and non-government organizations and the institutionalization of programs that will reach out to the deprived, depressed and underserved communities. The Commission on Higher Education (CHED) mandates Higher Education Institutions (HEIs) to help address the prevailing social and economic problems in the country. In response to this, Cebu Technological University (CTU) crafted its Extension Development Agenda that are aligned to the thrusts and priorities of the national government as embodied in the Philippine Development Plan (2011-2016), the Medium-Term Development Goals (MDG 2015), and the Agenda of the Department of Science and Technology (DOST), Department of Agriculture (DA), and the Department of Health (DOH).

In consonance with the identified extension agenda of the university and in support to the university’s quest of realizing its vision through the attainment of its mission, objectives, and strategic goals, CTU Moalboal Campus formulated its extension priority programs which are multi-disciplinary, multi-sectoral, and research-based.

A. TAMLA: Technological Assistance for Moalboal Local Artist Training in Graphic Designing and Photographic Screen

TAMLA aims to fill this void by providing comprehensive workshops and training in graphic design and screen printing. This initiative is not merely about skill development; it's about fostering creativity, artistry, and ultimately, economic empowerment. By equipping individuals with these high-demand skills, the project anticipates a positive ripple effect, benefiting both the local artists and the businesses that rely on printing services. The project also anticipates increased customer satisfaction and a more robust local economy.

To name, graphic designing and printing are highly valued skills that are relevant to commerce and arts – both of which are visible in Moalboal. They can also be the means for creativity and artistry to be showcased. On top of that, their relevance to Moalboal is further confirmed by initial data from a study conducted in the municipality. It tells that many enterprises are fond of using printing materials to market their products and services. However, on the same study, it was also found out that local enterprises do not enjoy the availability of printing services in the locality.

B. WEB-BASED TUTORIAL PROJECT: PAG-ASA

Web-based tutorials offer a compelling approach to enhancing welding, drafting, and electrical programs. Traditional methods often struggle to provide sufficient individualized instruction and practice, especially given the hands-on nature of these fields. Web-based tutorials can address this by offering interactive simulations, step-by-step instructions, and immediate feedback, allowing students to learn at their own pace and repeat challenging sections as needed. This personalized learning environment improves knowledge retention and skill development compared to lecture-based or solely hands-on approaches. Furthermore, web-based resources can provide access to a wider range of learning materials, including videos, diagrams, and expert demonstrations, enriching the learning experience and catering to diverse learning styles. The flexibility of online tutorials also accommodates diverse schedules and learning preferences, making education more accessible to a wider range of students.

To develop highly skilled and globally competitive graduates in the fields of electrical wiring, welding, and drafting, Cebu Technological University-Moalboal Campus (CTU-Moalboal) is committed to providing a dynamic and innovative learning environment. This commitment includes leveraging the power of technology to enhance the learning experience and prepare students for the demands of a rapidly evolving job market. CTU-Moalboal will utilize web-based tutorials as a core component of its educational strategy, recognizing their potential to improve student outcomes and program effectiveness.

IMPLEMENTATION OF THE PROJECT

TAMLA’S Project Evaluation

The project evaluation form of the TAMLA Extension Program portrays an overwhelmingly positive outcome. During the program, the objectives were met based on the weighted mean of 5.0, which interprets as “Fully Satisfied.” This reflects that the objectives were clearly stated and communicated to the beneficiaries. This reflects excellent planning and alignment of the training goal and participants’ expectations. The “Programa/Proyekto” section showed that beneficiaries were fully satisfied, as it got a weighted mean of 5.0. It clearly shows that beneficiaries find it beneficial and highly relevant, especially in enhancing their knowledge and practical application in their field of specialization.  Likewise, the “Kahanas sa Pagtudlo” received a unanimous “Fully Satisfied” which means the participants have seen the clarity of the trainers' deep knowledge and effectiveness in learning.

Consequently, it enhances equity in access to learning opportunities and effectively adapts to the contemporary educational landscape. Through the partnership with different stakeholders, it made possible to reach out the community where it is needed.
