Proposal
What is Preschool for All?
Preschool for All (PFA) is a special program offered in Illinois that gives every child access to high-quality early learning experiences. It’s designed for children ages 3 to 5, helping prepare them for kindergarten and beyond by developing important skills in areas like language, math, and social-emotional growth.
Why is Preschool for All important?
In PFA classrooms, certified teachers use fun, engaging activities to spark curiosity and learning. The goal is to ensure that all children, regardless of their background, can build a strong foundation for future success in school. These programs help kids develop critical thinking, problem-solving, and the ability to work well with others—skills that are essential in school and life.
Rationale for the Transition
Multi-age classrooms create an enriching environment where younger children learn from older peers, fostering mentorship and collaborative learning.
Research supports the benefits of early education programs in enhancing literacy, numeracy, and critical thinking skills. This model ensures that all students receive ample preparation for the transition to kindergarten.
3. Support for Diverse Learning Needs
A multi-age setting allows educators to differentiate instruction based on individual student needs, fostering inclusivity and personalized learning experiences.
4. Benefits to Families and Community
Provides a structured and reliable schedule that aligns better with family needs. Reduces child care concerns by offering extended learning opportunities for all Kindergarten bound 4 year olds. Strengthens community engagement by fostering relationships among students, families, and educators.

2. Recommended approval to accept $17,982.00 from The Universal Service Administrative Company (USAC) to pay 90 percent of our internet costs for the 2025-2026 school year (E-Rate).

What is E-Rate?
All cell phone bills have a USAC tax that goes to schools and libraries like Lindop.
We apply for this free money yearly and just received notification that USAC will pay 90 percent of our internet costs for next year!
E-Rate has paid for our internet, Chromebooks, iPads, networking equipment (3 times since 2011) almost $500,000 in free money!
E-Rate is a law passed by congress in 1996 and signed by President Clinton. E-Rate has provided free money/discounted funding since January 1998.
Legislative Issues as of May 14, 2025
E-Rate’s future is being challenged at the Supreme Court due to its free money structure.
On May 8, the U.S. Senate passed Senate Joint Resolution 7 with a vote of 50-38, which rescinds Hotspots in e-rate. (1 Illinois Senator didn’t vote!)
This resolution was brought by Senator Ted Cruz
