Background: the outage is never the hard part
When a substation goes down, every operator can see what failed. The hard question is what they can do about it with the crews, transformers, roads and fuel they have that day.

The gap is widest in conflict and disaster regions. Public data can tell you where the grid, the hospitals and the water works are. Nobody has a live map of which linemen are free.

One world model, three ways in

What is happening
The operating picture. Substations, lines, hospitals and water works come from OpenStreetMap, with weather, outage reports, satellite imagery and hazard feeds on top. Every record says where it came from and how old it is.
PLAN
What we can do
One planner assigns crews, equipment and roads and dispatches power hour by hour. It hands back three plans you can compare, each with a score and the reasons behind it.
SIM
What if we do this
A 3D twin of the real city. Drag a generator, a battery, a substation or a crew onto the map. Nothing counts until the planner can staff it, get it there and connect it.
There is also a six-step walkthrough for people who have never planned a restoration. It ends in a one-page brief they can send.

Human decision maker
Fusion can only make things worse or add a note. Forecast gusts restrict roads, near-gale winds close sea routes, GNSS jamming and internet outages get flagged. It never adds capacity.

Shortcomings
– The demo runs on practice data. No operator has connected real crews, transformers or fuel stocks yet. We have the data contract for that, not the connectors.
– Every capacity is a planning default by voltage class or bed count. You cannot read a substation's spare capacity off a map. We say so on screen, but a plan is only as good as those defaults.
– The observed grid is a radial approximation of a meshed network; facility feeders are inferred by proximity.
– There is no learned model in the product yet. The intelligence is optimisation plus stated rules, which is testable and deterministic, but it is not a system that learns.
– We have not audited accessibility, and the expert views are still dense for a first-time user.

HOW IT ENTERS
– Day one: the public map and feeds with practice teams. No integration needed.
– Week one: a partner export of crews, equipment and routes (one JSON contract, provenance kept)
– Then: connectors to Maximo, SAP PM, crew-management and warehouse systems
WHAT WE HAVE CONSIDERED
– Every public feed is free. It runs on Vercel and Supabase today, and the solver finishes in seconds on a laptop.
– Operational data stays private to its workspace and never leaves the operator's tenancy. There are no credentials in the repo.
– Every record carries its provenance and every plan lists what it rejected and why. The tool ranks; people decide.
– It is decision support, not control. There is no write path to SCADA, on purpose.
– Next: a pilot with one distribution operator on one real substation outage.
