Air Traffic Management Overview

  • SHORT STAR PMS clearance is subject to real-time air traffic situations.
  • Stakeholders suggested additional of North and South PMS and requested for the opening of three (3) PMS simultaneously.

Point Merge System (PMS) in Kuala Lumpur Terminal Area (IP/02)

Action: CAAM noted the concern about ATC clearance during midnight operation, the airline operators’ PMS preferences, and the request for the three (3) PMS operations. CAAM will review internally with all relevant divisions.

ATM System (Seamless ATM and CNS)

  • ANSTeD presented updates, progress, and challenges of PBCS implementation plan in remote airspace: Bay of Bengal Area including:
    • the current 50 NM longitudinal and 50 NM lateral performance-based separation between RNP 10/RNP 4 approved aircraft;
    • mandate of ADSC/CPDLC aircraft equipage; and
    • planning to further reduce to 30 NM longitudinal / 23 NM lateral separation between any pair or combination of RNP 4 / RNP 2 approved aircraft.

Performance-Based Communications and Surveillance (PBCS) in Bay of Bengal Area Implementation Update (WP/03).

  • Action: Aircraft operators are required to prepare their fleets to meet the PBCS requirements by the end of 2024 for improved airspace management and capacity in Kuala Lumpur FIR.

  • ANSTeD presented updates on the recent development and plans related to the implementation of the DCL at KLIA including the DCL system test that was conducted in collaboration with Malaysia Airlines Berhad.

Status and Implementation Plans for Departure Clearance via Data Link (DCL) at Kuala Lumpur International Airport (WMKK) (WP/07)

Action: DCL trial commence in 13 June 2024 and urge airlines operator to give full support on this session.

  • 85% of the PBN implementation has been completed and aim to full implementation by end of 2025.
  • AA and MAG inquired about the possibility of designating the RNP AR Approach as the default clearance.
    • To mitigate the workload of the Pilot-In-Command (PIC) during the re-selection of approach configurations.
    • To facilitate the PIC in executing their profile descent accurately.
  • Stakeholders suggested CAAM to focus on PBN approaches over ILS to save on future procurement, maintenance and calibration cost.

Malaysia Performance-Based Navigation (PBN) Implementation Plan Update (WP/08).

Action: CAAM will consider the suggestion for making the default RNP AR/PBN Approach at specific aerodromes and the potential ILS decommissioning plan

  • CAAM explained the challenges of implementing RDVT in terms of cost efficiency, workforce optimisation and system upgrading, however the proposed RDVT presents a compelling solution due to its centralised approach and multifunctional capabilities.

  • CAAM explained the selection of Senai International Airport air traffic control tower as a Pilot Project for RDVT, where both tower and approach services are integrated into a single room.

  • CAAM shared about the late notification of the realignment of the Jakarta/Singapore FIR
  • Stakeholders informed that they were facing significant expenses to acquire the overflying permit over the South China Sea within Jakarta FIR. In this regard, CAAM was requested to engage in discussions with the DGCA Indonesia to explore the possibility of revising the fees to a more equitable level.

Realignment of Jakarta/Singapore FIR: CAAM’s perspective

Decision: CAAM take note and advised stakeholders to make enquiry to the ATS service provider of that FIR for further clarification.

Any other business

  • Very few Midnight/SHORT STAR were cleared by ATCO. This has impacted flight crew fuel planning and prediction and reduced their confidence.

  • CAAM explained that the ATCO in charge must first conduct a thorough assessment of the safety measures and procedures to be implemented which is heavily dependent on the real-time air traffic situation and traffic density.

Decision: CAAM noted the details presented and will discuss internally with relevant division.
