What is a Municipal Utility District (MUD)?

  • A local governmental entity created by the Texas Commission on Environmental Quality (TCEQ) that may provide a broad range of public services such as water and sewer service to the residents of that District.

  • Fort Bend MUD 47 is comprised of these neighborhoods:
  • Vicksburg to the west of Vicksburg Blvd
  • Olympia Estates – old section to the west of Vicksburg Blvd
  • Olympia Estates – new section to the west of Vicksburg Blvd
  • The Enclave at Lake Shore Harbour
  • A small section of Lake Shore Hourbor that includes Pantano Ct, Varna Ct, Altino Ct, Venoso Ct, Anzio Ct, Volterra Lakes Dr, and about 20 houses on Aldridge Drive
  • Walmart tract

  • First meeting of Board of Directors: March 17, 1983.
  • Total water connections: 946 residential & 18 commercial
  • District size: 362.72 acres
  • Certified property value: $260,513,898
  • The District currently owns 306,571 gallons per day (“gpd”) of wastewater treatment and 518,450 gpd of treated water capacity in plant facilities operated by the City and jointly owned by MUD 47, MUD 48 and the City.
  • The District maintains the ability to purchase additional plant capacity from the City by paying a capital recovery fee it has negotiated with the City.

What is flood control?

The City of Missouri City Public Infrastructure Manual states the storm sewer system goal as “the prevention of structure flooding and the maintenance of one lane passable in each direction on major thoroughfares during a 100-year storm event.”

Frequently Used Terms

  • Design Criteria:
    • The system is designed according to City of Missouri City (COMC) criteria that takes an estimated rainfall (100-year event) over a given area to determine the volume of water to be conveyed or stored within the system.
  • 100-year storm
    • A level of intensity of a rainfall that has a 1 percent probability of occurring in any given year.
    • This is NOT a rainfall that will occur only once every 100 years.
  • Capacity
    • The amount of water that a given drainage facility can store or convey at any given time.
  • Inlet
    • Often referred to as the “gutter”, is the structure along the curb that allows the water to enter the storm sewer system
  • Watershed
    • A specific area of land where all of the water that drains off it goes to the same place (river, drainage channel, lake etc.).

Why does the street hold water during a large rain event?

Street ponding of short duration is anticipated and designed to compliment the overall system capacity and capability. When the rain event exceeds the capacity of the underground pipe storm sewer system the additional run-off can be stored in roadways to reduce the threat of flooding to structures.

  • Obstructions or debris blocking the drainage system can increase the threat of flooding.
  • Observe your surroundings. If you see something blocking the flow of water reach out to the MUD or City to address the issue.
  • Do not litter or insert objects into the system that could cause a blockage, direct damage to the system, or a pollutant to the water.

Operator Preparedness

  • Municipal District Services (MDS) has an Emergency Response Plan (ERP) in place
    • Reviewed annually before hurricane season and each time it is enacted
    • Includes procedures for response to tropical storms, hurricanes, flooding, ice storms, tornadoes, pandemics and cyber security threats
    • Trains employees on ERP
  • Fort Bend MUD 47 specific
    • Autodialers on Lift Stations – automatically alerts MDS for power outages, high wet well levels and pump alarms
    • District owned generator – kept in district for use at lift stations if needed; weekly and annual testing performed; semi-annual maintenance; fuel tanks also maintained
    • Winterizing of all facility equipment
    • Preventive maintenance of District facilities & equipment – lift pumps, generator, control panel, check valves: performed throughout the year on daily, weekly, monthly, quarterly, semi-annually and annual basis
    • Training: MDS trains their operators and emergency response staff throughout the year. Safety is #1 priority.
