Welcome to the second feature of the Tiered Fidelity Inventory - TFI 1.2.

When implementing the features of the TFI it is important to keep the goal of PBIS in mind. The goal of PBIS is that 80-90% of the students will be able to consistently demonstrate the behaviors that contribute to academic and social success when all adults model, teach and enforce those skills utilizing Proactive, Instructive and Restorative discipline approaches. The idea is simple, but implementation is complex. Each feature in Tier 1 of the Tiered Fidelity Inventory (TFI) assists schools in developing the systems and policies to support implementation success.

In TFI 1.2, Teams establish working agreements, prioritize actions, and set goals, so that staff are provided with the systems and practices to effectively model, teach, and enforce prosocial behaviors.

TFI 1.2 - The Big Idea

Today we created a shared drive where we keep monthly meeting agendas and minutes. We even shared the drive with staff.

After reviewing the list of actions that need to be taken this year, we decided to meet twice a month Aug-Dec.

I volunteered to lead a sub-committee to review & revise the Expectations by Location. I want to get a group of students & staff together to get started.

The Recording Secretary will make sure all Team meetings are on the master calendar.

We just started a new Action Plan to support implementation of our School-wide Acknowledgement System.

We decided to embed SEL skills into our Team Norms - it provided a great opportunity to talk about how to manage our stress.

Starting Points

At the beginning of each school year, the Team should dedicate time to consider which TFI features will need to be addressed throughout the year. The following set of questions have been created to support Team goal setting and action planning.

When discussing each question refer back to the TFI feature highlighted on the right to lead an in-depth conversation regarding the strength of that feature and try to avoid a quick ‘Yes’ or ‘No’ response.

For example let’s focus on the first row of the table - Question 1. Does the site have a representative/diverse Tier 1 Climate & Culture Team with assigned roles and areas of expertise?

Additional questions to consider before responding include, ‘Does our Team, as it is currently structured’:

Have the skills to write policy, lead PD and review data?
Represent grade-levels, job titles, content areas?
Represent the culture of both the school and neighborhood community?
Have the expertise to fill expected roles, for example have knowledge around Applied Behavior, have the skills to coach peers, and have the skills to analyze multiple sources of data, to name just a few?

By having the Team review the link listed in the right column for each question, they will be better able to participate in a rich conversation regarding the systems that should be in place.

If Team members respond 'no', to any of the above questions, consider making those the focus of an Implementation Action Plan.

Once the Team agrees that TFI Features 1.1 - 1.9 have been established, they are positioned to work through the Annual Calendar of Tasks worksheet.

The Tier 1 Planning - Annual Calendar of Tasks worksheet will help Teams to organize monthly, quarterly and yearly actions.

For example, let’s look at the second column - Define & Teach Expectations. Note this column consists of two Features TFI 1.3. & 1.4.

Notice how the column identifies tasks which should occur at the beginning of each year, such as:

Reviewing and distributing Lesson Plan templates,
Distributing the annual School-wide Instructional Schedule,
Teaching the Expectations by Location in context, and
Reviewing and revising the Acknowledgement System Policy,

Also notice how the column identifies tasks which should occur mid-year and at the end of each year, such as:

Revising the School-wide Instructional Schedule, based on data,
Reviewing/revising the descriptions and posters for the Expectations by Location and Classroom Procedures.

Understanding the depth of work in each column will position the Team in determining how frequently the whole Team should meet, as well as how many sub-committees will be necessary to complete the work during the upcoming year.

This worksheet assumes the majority of Tier 1 TFI features have been established in previous years, and supports the sustainability and continuous regeneration of implementation in accordance with the TFI. Meeting Logistics

Annual calendar of monthly meetings

Determine the number of meetings needed to complete required tasks for the year for the:

Full Team - one time per month, two times per month, etc.
Sub-committees - 3 times at the beginning of the year, etc.

How often (1x/month, 2x/month) and how long (1 hour, 2hrs.) each Team meets can only be determined once the Team has developed their annual goals and established a scope and sequence of the work, as accomplished on slides six and seven.

Once this is determined it is recommended that all meetings are entered onto the school master calendar early in the school year so other activities do not crowd out these important meetings. Additionally, Teams are encouraged to schedule meetings at times and in locations that allow for ample uninterrupted time to work together.

Many Teams find it helpful to form sub-committees to ensure the work is completed within their projected action plan timeline. This not only allows for more frequent meetings, but also provides dedicated time for a small group of people to focus in on a specific goal. It is the responsibility of each sub-committee to report progress back to the Tier 1 Climate and Culture Team each month.

Meeting logistics include: establishing norms and adopting templates to write agendas and keep meeting minutes.

Establishing Team norms provides guidelines on HOW members will interact with each other as well as hold each other accountable for keeping commitments. There are several ways Teams can go about establishing norms. For example, they can align their Team norms to the School-Wide Expectations or they can adopt the district’s 13 Speed of Trust Behaviors.

Creating a detailed agenda is one of the most important elements for running a productive meeting. The agenda typically communicates: topics for discussion, a time allotment for each topic, and the person responsible for reporting or leading the topic. Agendas also let participants know in advance what topics will be discussed and the order in which they will transpire. This gives the entire Team an opportunity to come to the meeting prepared for the upcoming discussions and/or decisions that will need to be made.

Keeping meeting minutes provides a permanent record of the Team's actions, progress, and outcomes. Minutes should include: who was present, what was decided, what actions must be taken, and by whom/when. In short, minutes should be thorough enough to provide those unable to attend an understanding of the business that transpired in their absence, yet not so detailed they recount the conversation verbatim.

Action Plans identify a specific goal, including persons responsible and end date, as well the tasks necessary to accomplish that goal.

Tier 1 Teams may write two types of action plans - one to support implementation of TFI features and one to support student behavioral outcomes.

The first type is an Implementation Action Plan.

This type of action plan supports implementation of Tier 1 features which have been identified from fidelity measures such as the Self-Assessment Survey (SAS) and/or the Tiered Fidelity Inventory (TFI). The Team may also choose to write an implementation action plan based on their discussion had during the Tier 1 Planning - Annual Calendar of Tasks referenced in this presentation on slides 6 and 7.

An implementation action plan must be written at the start of each year. Additional implementation action plans should be written as needed throughout the year. An estimated timeline for this type of action plan is anywhere from a few months to a year.
