Project Background

  • The “JFK Cargo View” system was first envisioned in 2013 by an ad hoc committee of JFK air cargo community members concerned about airport cargo operations efficiency and security, specifically, motor freight traffic congestion, truck wait times, cargo theft and terrorism
  • KAAMCO Cargo Ops Ad hoc Committee Members:
    • Walt Beadling, Cargo Security Alliance; Cayuga Partners LLC
    • Bob Caton, President, JFK Airport Chamber of Commerce; Prologis Inc.
    • Joe Clabby, KAAMCO Security Team Leader; CEO, Corporate Loss Prevention Associates
    • Peter Debenigno, KAAMCO Trucking Industry Team Leader; Mobile Air Transport
    • Joel Ditkowsky, JFK Customs Brokers & Freight Forwarders Association
    • Stefano Pascucci, Executive VP, Business Development, Airport Plazas Inc.
    • Joe Pesce, Chairman, KAAMCO Cargo Operations Committee; Air France

Problem Statement*

  1. Rising costs, traffic congestion and truck wait times are driving air cargo business away from JFK
  2. From 2004 to 2009, JFK air cargo related jobs fell from 50,000 to 30,000; wages from $3 billion to 1.75 billion; and sales from $8.5 billion to 5.2 billion
  3. Trucking, logistics companies and drivers try to avoid JFK when they can; “. . . one of the most costly places to conduct business in the ground transportation industry.”

Proposed Next Steps

  1. Obtain sponsors and funding sources for a feasibility study
  2. Conduct a survey to find Best Practices in air cargo ground traffic management and control
  3. Construct and validate a discrete event airport / air cargo traffic simulation model
  4. Use the model to develop and evaluate the business case for a “JFK Cargo View” Ground Ops Coordination System

The problem still exists . . .

  • Exacerbated by FMCSA Hours of Service (HOS) constraints
  • COVID-19 Pandemic underscores the importance of JFK to NYC, the region and country as a source and distribution point for critical supplies
  • PANYNJ has failed to address this chronic problem despite years of promises and “strategic planning” initiatives

An INDEPENDENT STUDY is needed to develop the Business Case for solving this problem, gain community buy-in and support,

And force the PANYNJ to act

JFK Cargo View: Project Objectives

  1. Perform a thorough analysis to define the opportunity, requirements, business case and plan to develop and deploy a Decision Support System (DSS) to better manage and improve airport-wide truck scheduling and dispatch for landside, import/export air cargo at JFK airport.
  2. Use the DSS to improve scheduling of cargo handling and logistics operations to reduce truck waiting times, increase on-time delivery and transportation resource utilization, expedite traffic flow and reduce logistics costs.
  3. Make JFK more competitive as a US air cargo hub with the dual benefits of increasing revenues and profitability of the motor freight, cargo handling and air freight companies serving the airport, thereby attracting more cargo business to JFK, creating jobs and bringing economic growth to the communities surrounding the airport, New York City, and the region.
