A Day in John’s Life

11am: John is about to eat his first meal of the day on the corner of Turk and Franklin when he notices a DPW truck proceed his way.

11:30am: Despite his best attempts to get away, the DPW agents catch up to John and confiscate all his belongings, without properly tagging any of it.

3pm: After searching and walking around the city for three hours, John finally finds his way to the DPW office in the Mission, but upon getting there he realizes most of his things are not there and DPW refuses to give him access to his belongings due to lack of identification.

Constitutional Protections

Current City Policy

The Fourth Amendment of the Constitution protects “[t]he right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures.”

  • Notice of impending sweeps & allow reasonable time for residents to remove items.
  • Remaining/abandoned items are sorted, bagged, and tagged, and meant to be available for collection for 90 days.
  • Residents receive a handwritten, paper tag meant to correspond to their swept belongings.

Challenges and the Belonging Solution

How might we...

Create a system for homeless individuals to quickly mobilize themselves and their essential belongings to avoid being targeted by a sweep?

Ensure the safe return of belongings seized in sweeps in order to stop unhoused individuals from permanently losing their belongings without requiring access to mobile technology?

The Hack

Our goal through the ‘Belonging’ project is to create a secure, portable, durable and multipurpose storage unit, along with an app that facilitates item inventory and tagging, as a means to protect unhoused individuals’ belongings from being taken or lost in a sweep.
