A clear statement of fact!

In its latest report, Blue Shield France identified 87 incidents between 2021 and 2022 that had an impact on France's cultural heritage, i.e. 1 every 8 days!

  • 44% churches, 18% museums and 14% castles or manor houses.

An endangered heritage

A necessity : Act to reduce the impact of risks!

There are several possible levers, different but complementary:

- Improving knowledge of major risks and refining vulnerability assessments for heritage assets ;

- develop a risk culture in the heritage sector ;

- developing planning to improve emergency response and reduce the impact of disasters.

It is on this last point that the C2RMF wishes to focus its efforts.

A retenir

En 2018, 122 établissements sont dotés d’un PSBC rédigé, soit 17% de l’échantillon analysé.

On observe un contraste important entre les régions notamment entre le Sud-Ouest et le Nord-Est.

Setting up a discussion on this topic in 2018, but how?

Identify the need for support (based on the ICCROM Teamwork in preventive conservation methodology for preventive conservation subjects)

Set up an experimental “CHSP Workshop" in 2019 in the Paris region , then spread to different regions of France and abroad : Wallonia, Monaco, Armenia (between 2020 and 2024).

Aims:

  • Work on a local scale with the various players in the area
  • Define achievable objectives over time (SP operational in 1 year)
  • Create dedicated tools,
  • Develop a rigorous method that can be reproduced on a national scale, whatever the local context.
  • 100% free service for volunteer institutions

Resources :

100% of C2's internal resources (a large part of the DCP team, including management) + administrative coordination by the DRAC + MISSA/SDIS/BSPP fire brigade and experts free of charge.

  • Urgent need to implement plans quickly given the current context (=> desire to extend the methodology thanks to the webinar implemented between 2023 and 2024: + 700 registrants and around 200 establishments regularly following the sessions)
  • Objectives : achieve 50% of CHSPs implemented at national level.

  • Archives and Librairies (in conjunction with BbF) adopted and adapted the method

  • 60 to 80% of establishments finalised their SP within the timeframe of the workshop

  • Creation of tools (model plan, PSBC application, note on computerisation of CHSP/MC)

A project spread over 3 years (2020-2023), it aims to improve fire protection in heritage buildings, in 5 areas:

  • Study of fire risk in cultural establishments;
  • Carrying out studies and research into fire protection tools;
