What is a Library Plan?

The Foundation of School Library Programs

“A district long-range plan for library services is required. Creating and authentically implementing a library plan allows for demonstration of program growth and effectiveness. It provides for communication with stakeholders and focused attention on library program priorities aligned with other district work.” -DPI

Elements of a District Library Plan

​

• Assessment of the current K-12 library program
• Structured goals and activities with a completion timeline
• Budget for Common School Fund expenditures
• Reference and review of policies, procedures, and guidelines impacting the library program
• School Board approval

The History of Osceola Library Planning:

​

• The last School District of Osceola Library Plan was started in 2018-2019 (link)

​

• A District Library and Tech Plan was required until 2012

​

• A separate tech plan is no longer required

​

• It’s a collaborative effort with several stakeholders

Nice to Know Info:

• Library plans have been required since 1974
• State law requires each district to have a Board approved Library Plan
• Library Plans can be written for 1-5 years
• Our plan will be submitted following Board approval
• Will be included in 2024-2025 Snapshot used to complete report cards

Wisconsin Administrative Code PI 8.01 (2)(h)

​

(h) Library media services. Each school district board shall:

1. Have on file a written, long-range plan for library services development which has been formulated by teachers, library and audiovisual personnel and administrators, and approved by the school district board.

​

2. Designate a licensed library media person to direct and coordinate the district's library media program.

​

3. Provide library facilities within the school building and make available to all pupils a current, balanced collection of books, basic reference materials, texts, periodicals, and audiovisual materials which depicts in an accurate and unbiased way the cultural diversity and pluralistic nature of American society.

​

4. Provide library media services to all pupils as follows: to pupils in grades kindergarten through 6, library media services which are performed by or under the direction of licensed library and audiovisual personnel; and to pupils in grades 7 through 12, library media services which are performed by licensed library and audiovisual personnel

Goal 1: By the end of the 2024-2025 school year, a formal Digital Citizenship Instruction Plan will be developed, shared, and implemented.

Goal 2: By May 2026 a plan for onboarding new staff and reminding current staff of the Digital Citizenship Instruction Plan will be implemented.

Priority Area #2

Collaborative Leadership-

District Media Specialist & Library Paras

Why?

• To support continuous improvement and professional growth
• To be more in compliance with WI Administrative Code PI 8.01 (2)(h)

How?

• The Library Media Specialist will plan and host three meetings each school year on in-service days.
• Library paras and the District Library Media Specialist will meet twice individually. Those meetings will include purchasing and weeding discussions.
• Work toward Collection Analysis Goals.

Goal 1: By the end of the 2024-2025 school year, the District Media Specialist will have met with each Library Para individually twice and as a group three times to encourage collaboration, to support professional learning, and to review collection data.

Goal 2: By the end of the 2025-2026 school year, a process will be developed for the District Media Specialist to have input in and knowledge of book and material purchases using Common School Funding.

• The Library Plan Team will meet at least three times per year to review progress, determine current priorities, and update the plan as needed.

• The Library Plan Team is committed to collaborating with District Leadership to ensure alignment and support.

​

• The current plan is written to extend through the 2025-2026 school year.

​

• A library plan update will be provided to the Board annually.

​

• A new plan that will require Board approval will be created and presented to the Board in the Spring semester in 2026.
