Meeting Target

  1. Visualize how the BPJSK claims database will be displayer on SKDR
  2. To clarify the requirements needed to access the BPJSK claims databased and visualize it into SKDR

Point of Discussion

  • The discussion cover :
    1. Background of the INSPIRASI program
    2. The needs to integrate BPJSK claims database into SKDR to strengthen the surveillance reporting and response
    3. The result of data analytics and visualization exercise using openly available sample database BPJSK 2015-2016.
  • At least 3 ways of how the claims data can be visualized into SKDR :
    1. The data will be sent weekly/monthly to Pusdatin database (through secure and standardized interoperability framework) and processed by Pusdatin and Ditjen Surveilans dan Karantina Kesehatan Kemenkes (SKK).
    2. BPJSK will sent aggregated claims data according to SKK needs and then visualized by SKDR.
    3. BPJSK will create the database according to SKK needs and then embed the dashboard into SKDR.

Discussion result

  • According to discussion, data source alternative for surveillance activity that feasible are using method number 3
  • There will be a visualization simulation of real-time BPJSK claims database for infection disease surveillance (based on the result of previous exercise) involving Ditjen SKK and Bidang MDI BPJSK
  • Need to renew the MoU related to data exchange between BPJSK and Kemenkes, renewing previously available MoU with Pusdatin
  • MoU will be centralized between BPJSK and Pusdatin
  • MoU will include wider use of BPJSK data through interoperability between systems. Surveillance use case are one of the example.
  • There will be follow up meetings to discuss the MoU and technical guideline between Pusdatin Kemenkes, Halreg BPJSK, SPPTI BPJSK, and MDI BPJSK

Follow up plan

  • A meeting will be planned with the Deputy of SPPTI BPJSK and MDI BPJSK to discuss data visualization simulations and technical protocols/guideline for data exchange/interoperability
  • A meeting with the Deputi Halreg BPJSK will be planned to discuss the MoU of Data Exchange
  • Meetings on November 30 and December 15, 2021 at BPJS Kesehatan head office

Follow up with BPJSK dan Pusdatin

  • 22 November '21 as a follow-up to the discussion on 18 November '21 the Inspiration team sent a draft invitation letter to be forwarded by the Pusdatin of the Ministry of Health to BPJSK (MDI, SPPTI, and Halreg) in order to continue the discussion on PKS data exchange and data visualization related BPJSK disease surveillance.
  • On 29 November '21 the Inspiration team followed up with Pusdatin regarding the invitation letter to Pusdatin and apparently there has been no follow-up from Pusdatin because Pusdatin still has a lot of activities towards the end of the year.
  • On 30 November '21, Pusdatin received confirmation through Pak Rudy Kurniawan that Pusdatin had not been able to continue discussions regarding PKS data exchange with BPJSK and suggested continuing activities in January '22.
