  1. No coordinated gov-led, comprehensive effort to rebuild Madison Street or the surrounding community. Dotted incentives for single, private development always bypassed the area.
  2. City response to blight was demolition, leaving property vulnerable to speculators.
  3. No unified effort to prioritize rebuilding Madison St. Not included in Invest S/W.
