  • can take all measures it deems appropriate and proportionate to adhere to its mandate.
  • can address systemic failures to adequately enforce the UCoC.
  • can issue formal or informal advice and interpretation of the UCoC
  • Organize the annual review of the UCoC, EG, Charter

UCoC in brief:

  • Approved by the Board of Trustees in 2020
  • Drafting began in 2021
  • Developed with more than 1,500 volunteers from 19 different Wikipedia projects.
  • The final draft will be completed by the end of 2023.
  • The Community vote held January - February 2024, 74.84% support.
  • UCoC ratification and adopted by WMF Board of trustees
  • U4C election started in March 2024, results in May 2024
  • First Annual review in May 2025, all proposals was passed by community vote.
  • Second U4C election started in May 2025

What did the U4C do during the year?

  • 35 cases (4 active cases + 2 new)
  • 7 Motions
  • Annual review contain ~ 60 changes

  • No local discussion first
  • Cases or complaints that don’t have clear evidences
  • Cases outside the scope of UCoC
  • U4C isn’t a global ArbCom
  • Too many unimportant details, with no focus on the core issue.
  • Some cases are complex.
  • Personal disputes on some cases.

What are the difficulties and challenges?

  • Everyone must understand that the UCoC applies to all, not just the U4C’s concern.
