Economic vs Non-Economic Proposals

  • Economic: Proposals that cost the City money
    • Limited by the 0.5% allocated to Unit Bargaining
    • ‘Mandatory subjects of bargaining’: Employer is required to bargain in ‘good faith’ over any types of monetary compensation

  • Non-Economic: Proposals that don’t necessarily cost money
    • Some may be ‘mandatory subjects’ (like standards for discipline)
    • Many will be ‘permissive subjects’: Employer is not required to bargain over demands, but may choose to do so

  • Economic Proposal example: Social Work Licensure Differential
    • Members in Social Work title series in H+H or DOHMH holding LCSW licensure shall be entitled to additional $1,000 per annum differential

      • Assume the average Worker makes $75,000 / year: 0.5% = $375 / year
      • Among these 1,026 members, their proportion of the ‘0.5%’ allocated would be: approx $384,750 / yr
      • Assume approx. 500 of our 1,026 Social Workers hold an LCSW
      • $1,000 differential x 500 eligible members = Total $500,000 / yr

  • Non-Economic Proposal example: Transfer rights
    • Members in XYZ titles shall have the right to transfer to open positions in the same title in other locations or bureaus of their agency, according to seniority, prior to the hire of outside candidates

      • Mandatory vs Permissive: Very likely this is ‘permissive’ subject
      • How much pressure would it take to make your employer want to bargain over this?

Bargaining Committee Volunteers

  • Duration: indeterminate period (likely at least 6 months)
  • Frequency of meetings: Monthly, then possibly biweekly as bargaining progresses
  • Responsibilities:
    • Bargaining survey: developing, circulating and analyzing
    • Drafting language for demands
    • Planning and carrying out any campaign to support demands
