ABOUT FKKM

The Forum for Communication on Community Forestry (Forum Komunikasi Kehutanan Masyarakat/FKKM) was declared by stakeholders on September 24, 1997 at the Faculty of Forestry, Gadjah Mada University, Yogyakarta. The Forum was initially established to serve as a forum for information exchange on Community Forestry (CF) issues and forest policy in Indonesia. It is hoped that this forum can help formulate ideas and programs for the movement towards the development of Community Forestry in Indonesia FKKM was formed with the intention of encouraging the creation of equitable and sustainable community-based management of Indonesia's forest resources. FKKM aims to facilitate dialogue between stakeholders related to forest resource management and accommodate multi-stakeholder learning processes regarding the development of CF in Indonesia that supports and is in accordance with the economic, ecological, and socio-cultural values of indigenous and local communities.

Until the end of 2011, FKKM members agreed not to legalize FKKM. However, on May 1, 2012, FKKM members agreed to establish a legal entity for FKKM, under the name Community Forestry Foundation Indonesia (YKMI) which was registered with Notary Marlisa, S.H. M.Kn. in Bogor and then authorized by the Ministry of Law and Human Rights of the Republic of Indonesia with No. AHU-4243.AH.01.04 of 2012: AHU-4243.AH.01.04 Year 2012. YKMI was established as a legal standing in working with third parties to support FKKM's goals and vision and mission.

    • FKKM successfully brought together conflicting parties on CF through regular multi-stakeholder dialogues and collaborative studies (1997-2000), where the Ministry of Forestry was less supportive on KM.
    • FKKM succeeded in making SF courses in universities in Indonesia. Through organizing CF curriculum series workshops, 9 forestry universities in Indonesia agreed on major and minor courses. CF/community-based forest management became a course in these universities (2003-2008). Currently, almost all universities with a Faculty/Major of Forestry have adopted the course.
    • The terminology of SF was included in the umbrella policy of PP No. 6/2007 on Forest Management Planning and Forest Utilization (2006-2007). FKKM included several articles related to HKM, HD, HTR in the PP with the support of the Multistakeholder Forestry Program, UK and MoF.
    • Initiated and oversaw the issuance of Minister of Forestry Regulation P.37/Mehut-II/2007 on Community Forests.
    • Actively initiated, facilitated and established the National Forestry Council in 2006 during the Fourth Forestry congress as mandated by Law 41/1999 on Forestry.
    • Coordinating NGOs in policy changes to Conservation Law No. 5 of 1990 concerning Conservation of Living Natural Resources and Ecosystems. Support from Kehati and CEPF since 2016. In 2024, Conservation Law No. 32 of 2024.
    • FKKM initiates and is actively involved in conservation partnerships as a solution to community settlements within conservation areas in Indonesia.
    • Conduct a series of webinars on presidential candidates 2024-2029 dialog to ensure social forestry becomes a priority policy in relevant ministries and institutions.
    • Developing a Practical Guide to Social Remediation as a National Interpretation in the Implementation of the FSC Remedy Framework (FSC-PRO-01-004). This guide will serve as a reference for parties in implementing FSC Social Remedy in Indonesia.
