Part C.

IUU Fishing Reduction Planning Guide

    • Information-driven strategic IUU fishing reduction planning
    • Uses the IUU Fishing Assessment results and IUU Fishing Index

Part B.

IUU Fishing Index

    • Standardized scoring form to allow for objective comparison of IUU fishing across different areas and scaling up of information

Part A.

IUU Fishing Assessment Guide

    • Deep-dive into understanding IUU fishing Prevalence, Vulnerability, and Responses in the target area in a one-day workshop
    • Threat mapping, measuring prevalence, identifying responses

IUU Fishing Index and Threat Assessment Tool (I-FIT Tool)

By now these are the information that we have already gathered based on Part A. and Part B of the I-FIT Tool

1. Coastal/Fisheries Profile of the LGUs

2. Existing Programs that address IUU Fishing

3. Enforcement Profile of the LGUs

4. Threat Map and Prevalence Matrix

5. Vulnerability Factors and Root Causes of specific types of IUU fishing

6. IUU Fishing Index Score

7. Ideas Board

We’re already done with the assessment and scoring, what next?

Objective of the IUU Fishing Reduction Planning Workshop:

1) Describe the outputs from the IUU Fishing Assessment Workshop using the I-FIT Tool (Part A and B)

2) Use and apply the outputs and learning from the IUU Fishing Assessment Workshop (Part A and B) to develop a strategic plan to reduce specific types of IUU fishing in the next 1-3 years.

3) Develop a 1 year initial plan with targets for specific types of IUU Fishing that are feasible and measurable by the end of 1 and 3 years.

Develop a one year plan with targets for specific types of IUU Fishing

Use the Outputs as Inputs for discussion and planning

Expected Output:

An initial Strategic Plan for IUU Fishing Reduction, that may be the basis for an annual operational and/or tactical plan to reduce specific types of IUU fishing threats.

Focus on what we can do in the next 12 months that would reduce the target threats immediately or in the long run.

 II. Threat Identification and Prioritization

A. What specific IUU Fishing Threat do you want to reduce?

 III. Threat Profiling (See Form)

A. What are the information that we know about the specific IUU Fishing threat?

B. What information is relevant to come up with responses to reduce the threat?

 IV. Target Setting (See Form)

A. What changes do we want to see in?

B. How do we measure these changes?

 V. Understanding and Deepening of Vulnerability Factors or Factors causing IUU Fishing Per Threat

A. What are the factors or causes why the particular type of IUU Fishing Threat persists in our area?

B. What are the barriers and gaps in your current responses that fail to reduce the existing threat?

VI. Timetable mapping of barriers and gaps.

A. When do you think this gap or barrier will be addressed?

VII. Identifying and Developing Targeted Responses based on barriers and gaps

A. What are the Responses needed to address the gaps and barriers?

B. What Responses can be done in Year 1 to address the gap?

C. What preparatory steps, initiatory programs, preliminary actions can be done in year 1 or year 2 to ensure that

the gap and barrier will be addressed in year 3?
