MLSS Layers of Support

Every student has a right to receive MLSS Layers of Support. These supports stem from the classroom all the way to our community.

Layer One

  • Strong instruction in a high-quality, differentiated, data driven core curriculum.
  • Positive behavioral expectations and procedures. (If considering behavioral referral, 5 days of positive/negative behavior points must be collected by all teachers)
  • English Language Development (ELD) for English Learners (ELs).
    • TESOL
    • Dual Language
    • Appropriate Placement
    • Appropriate Screener/Assessment
  • Universal Screenings
    • Iready (K-8)
    • Istation (K-2)
    • CB Suites (HS)

*This layer is proactive and is the foundation for meeting the academic and behavioral needs students.

Layer Two

  • Students are one grade level behind usually “yellow” on Academic Support List.
  • Supplementary Interventions/Strategies to the core curriculum
    • Differentiation
    • Sheltered Instructions
    • Supplementary Materials/Lessons
  • Small group instruction lead by classroom teacher.
  • No time frame or minutes required by NMPED however data is recorded monthly on MLSS Layer Two Plans. Teacher can use Classroom Based Measurement as data point.
  • Positive behavioral interventions and supports with monitoring through Check-In and Check-Out (CICO) (NO FBA/BIP)
  • MLSS Layer 2 Gifted Summary form created by teacher.
    • Advance in Math and/or Reading (K-2)
    • Proficient in Math and/or Reading (3-12)
  • Multiple students on a plan up to 25 students.

Layer Three

  • Students are 2-3 grade levels behind usually “red” on Academic Support List.
  • Intensive Interventions using evidence-based programs.
  • Small group instruction lead by classroom teacher, interventionist, and/or other school staff.
  • ES 90-120 minutes of intervention weekly
  • Secondary 60-120 minutes of intervention weekly
  • Minimum of 6 weeks of date collection. (3 data points)
  • Behavior Improvement Plan (BIP) monitored through MLSS Layer 3 BIP CICO (All behavior referrals require Health and Wellness Meeting)
  • If the student has 10% or higher absenteeism for the current and/or last years an Attendance Plan is needed for a minimum of 6 weeks.
  • Multiple students on a plan up to 25 students, have to have same skill deficit and intervention.
