Question: In your own opinion, does the PlanSmart System address the prevalent issues and challenges faced by local planners? In what ways?
Yes, for us, the PlanSmart System addresses many of the challenges faced by local planners thru providing an integrated and evidence-based approach to planning. It helps organize and analyze information on hazards, exposure, vulnerability, climate risks, population, and land use, which can support better planning decisions. For LGU Villanueva, it can strengthen the integration of disaster and climate risk information into CLUP and other local plans. However, its effectiveness will still depend on the quality, availability, and regular updation of local data, as well as the LGU’s capacity to use and sustain the system.

Question: Is your LGU reactive or proactive when it comes to disaster response? In what ways? Can using the PS-SHS system help improve this?
LGU Villanueva is both reactive and proactive. While we have established response and preparedness mechanisms, there is still a need for us to strengthen proactive, risk-informed planning. We learned that PS-SHS can help use hazard, exposure, vulnerability, and climate information more systematically to identify priority areas, guide investments and integrate DRR-CCA into our CLUP, LDRRMP, and other plans. This will help us shift from primarily responding to disasters toward anticipating risks and reducing vulnerabilities before disasters occur.

The automated data is useful and more efficient. Future automation could include real-time data updates, automatic mapping, trend and risk analysis, and also generation of planning reports, while still allowing planners to validate results.

Question: Did you generate all items under the pre-work chapter? If not what are those items and what is the possible reason why are these not generated?
Yes, we generated all items under the Pre-Work chapter except Land Classification and Slope Categories. When we attempted to generate these, the system displayed “No valid data found to process.” As explained by the facilitators, the possible reason is that no data has been uploaded. We have data for Land Classification but could not find an option on the dashboard to upload the file. We also do not yet have data for Slope Categories.

Question: Are you able to generate risk maps? Do you think the risk map reflect an accurate risk diagnostic of the LGU? In your own opinion what is the effective process in selecting MDAs?
Yes, we were able to generate risk maps using GeoAnalytics. The accuracy of the results depends on the quality of the data, hence, “garbage in, garbage out”.
In our opinion, GeoAnallytics is easier and faster to use, while full-blown CDRA provides a more comprehensive risk diagnosis but requires more time and detailed analysis. And for selecting MDAs, we should prioritize those that address the most significant identified risks, vulnerabilities, exposure and capacity gaps of the LGU.
