Association - General Covenants

• Our Charter is to monitor compliance to HSB General Covenants and Architectural Control Guidelines
• We have an obligation to investigate issues brought to our attention by homeowners or board members.
• Actions are taken to reach a resolution if there is a violation of the covenants with the impacted party.
• If resolution to reach compliance is not resolved then HSB Board has additional steps allowed under our HOA Covenants to process violations to resolve the issue. Eg:Letters of notification, fines, and other legal steps available as needed.
• Most HSB Covenant violations are resolved with a phone call or friendly letter to remind homeowners of the Covenants.

Architectural Control Committee - 2024

• HSB Architectural Control Committee role is to review and maintain conformity of external design and general quality/harmony within the existing standards of the HSB General Covenants and Architectural Controls/ Design Standards.

​

• Our Responsibility is to review, and approve or disapprove Applications for Modification to the exterior changes of homeowners property.

​

• Types of projects require Applications: tree removal, painting home, new additions, deck/porch or replacements, patios, retaining walls, roof replacements, window replacement, driveway, sidewalks, garage doors, pools, fence installations or replacement and any major landscaping changes, etc.

​

• All projects begin with YOU submitting your Application for Modification as early as possible.

​

• Application for Modification Forms are available at HSB website at www.HSBRoswell.com, and is provided in each HSB Monthly bulletin (News from Around The Bend) and in HSB Directory.

​

• Please submit all applications directly to Laurel Mizell at HSBHome@aol.com

2024 Grounds & Maintenance

• Completing year 2 of a 3-year contract with NatureScapes

​

Primary benefits have been:

• Better service and communication
• Consistency of account management and greater attention to detail
• Increase in onsite presence each week at no extra cost to:
• Spring & Summer - 2 full days during the growing season
• Fall (leaf season) will be 1-1½ days to ensure leaf removal is done properly - Horseshoe Bend as a community is considered an extreme leaf site, so even with 1-1½ days things still can look incomplete after NS finishes for the week
• Winter time will still be 1 day

2024 Grounds & Maintenance

• Significant accomplishments:

​

• Continued deep pruning of overgrown bushes and hedges on HBCA property that had lost their desired size and shape due to lack of proper maintenance. Many were mushrooming and/or compromising the health of surrounding trees, as well as blocking street signs and decreasing driver visibility.
• Continued removal and ongoing maintenance of invasive bamboo planted at the edge of the dam at Carriage Lake (not installed nor approved by the Board)
• Removal of a significant number of dead and downed trees throughout the community - Pine beetles, heat, drought, and storms were main causes

• Significant accomplishments (continued):

• Continued removal of overgrowth and ongoing maintenance along the waterline at the dam at both lakes
• More frequent and safer maintenance along the backside of each dam with new mower to maintain compliance with Georgia Safe Dams
• Clearing of debris, spraying, and ongoing maintenance of hills and sidewalks along Steeplechase Drive
• Installed a natural screen along Holcomb Bridge Road to camouflage the current fencing - these hearty shrubs are fast growing and should require minimal maintenance

• Responds to approximately 10 resident calls per week

Electrical Work and Lighting

Meer Electric is overseeing the repair and upgrade of Horseshoe Bend’s electrical infrastructure at all Monuments and neighborhood entrance areas.

​

Work started in early November and will likely be ongoing into January of the new year.

All monument/entrance areas will be inspected for current condition and upgraded as required to provide more electrical circuits as well as upgrade any wiring and outlets that no longer support the current electrical/lighting needs of the community.

​

Electrical Work and Lighting

Upgrades have already been completed for the

HSB Main Entrance, The Estates and The Glens.

​

The areas currently in process that will be completed before Thanksgiving are: River Highlands, and Clubside Drive.

​

Installation of a new light to illuminate the American flag that is near the back entrance.

Much of this is being done to support the load and demand placed on our electrical systems during the holiday season. These upgrades should support the areas of the community that we have had overload issues in the past.

Irrigation updates

• In 2023 new irrigation pumps were installed and major upgrades were made to remaining pumps

​

• In the Spring of 2024 we enlisted Nature Scapes to do a thorough review of all our sprinkler systems and stations to determine location and condition.

​

• While we still encounter ongoing issues here and there due to the aging of our irrigation systems, we are attempting to be proactive in fixing any irrigation issues that may arise each year prior to causing issues with our common areas and landscaping.

2025 HOA Dues
