ABSTRACT
HALFWAY HOUSES, also known as transitional residences, serve an important role in assisting persons' effective reintegration into society. Individuals who have been institutionalized or rehabilitated can access a variety of services and resources in these controlled and supportive environments. The primary goals of halfway homes are to promote accountability, nurture personal growth, address specific needs, and facilitate the development of key life skills. Halfway homes strive to minimize recidivism rates and improve individuals' chances of long-term stability through a combination of case management, substance addiction treatment, employment support, and community participation. This abstract emphasizes the relevance of halfway homes in the reintegration process, as well as the importance of transitional support in assisting individuals in successfully transitioning from institutional care to independent living.
We would like to express our sincere appreciation to the halfway houses that contributed significantly to the study and development of this project. We would like to thank the personnel and administration at these halfway homes for their vital services. Their willingness to share their experiences, thoughts, and knowledge has tremendously improved our understanding of the problems and triumphs related to halfway houses programs.
We would also want to recognize the organizations and individuals that support and sponsor these halfway homes for their efforts and dedication. Their commitment to providing people with safe and supportive environments, extensive services, and resources is admirable. The crucial job of halfway homes in supporting effective reintegration would not be feasible without their continuing assistance.
Finally, we recognize and applaud the critical role of halfway houses in assisting persons' successful reintegration, and we send our deepest gratitude to everyone involved for their tremendous efforts.

INTRODUCTION
The notion of HALFWAY HOUSES has acquired widespread acceptance as an important component in the process of reintegrating persons into society after periods of hospitalization or rehabilitation. These residential facilities, often known as transitional or sober living homes, are critical in assisting individuals as they make the difficult transition from confined conditions to independent living. This paper attempts to offer an overview of halfway houses, their purpose, and their influence on the successful reintegration of persons.
The primary objective of halfway houses is to create a supportive and structured environment where individuals can rebuild their lives, develop essential skills, and establish positive habits necessary for successful community reintegration. These facilities cater to diverse populations, including individuals recently released from incarceration, individuals in recovery from substance abuse, individuals with mental health challenges, and those transitioning from homelessness. By offering a continuum of care and tailored support services, halfway houses address the specific needs and challenges faced by these individuals.
LITERATURE REVIEW
The purpose of this literature review is to investigate and analyze current research and academic works on halfway houses, with a particular emphasis on their function in promoting the reintegration of persons into society. This study strives to give a complete overview of the success and problems, by reviewing major studies, empirical evidence, and theoretical frameworks.
However, it is worth emphasizing that pharmaceutical companies play an important role in providing medications for individuals with mental health disorders, substance use disorders, and other related health conditions commonly found among halfway house residents. These medications can be an integral part of comprehensive treatment plans aimed at supporting individuals in their recovery and reintegration efforts.
Pharmaceutical companies develop, manufacture, and distribute medications that may be used in halfway house settings. These medications can include psychiatric medications for mental health disorders, medications for substance use disorder treatment (such as opioid agonist therapy or medications for alcohol use disorder), and medications for managing co-occurring physical health conditions.
While pharmaceutical companies may not have direct involvement with halfway houses as organizations or institutions, their medications and treatment options can have a significant impact on the overall healthcare and well-being of individuals residing in these facilities.
RESULTS
The results of pharmaceutical companies working with halfway houses can vary depending on the specific goals and strategies of the partnership. However, it is worth highlighting that pharmaceutical interventions can contribute to the overall outcomes and well-being of individuals residing in halfway houses, particularly in relation to mental health and substance use disorders.
RESULTS
When Sun Pharma Philippines broke ground in the Philippine market in 2012, it had only two business segments, which it called Team Symbiosis (CNS products) and Team Synergy (Non-CNS products). As of 2014, it had 11 CNS products and about 5 non-CNS products. At that time, there were plans to bring in to the Philippines, oncology drugs as well. But instead of establishing a new segment for Oncology, which is a different segment of the head office in India, oncology drugs were eventually made as part of the non-CNS segment in the Philippines.
With an Indian parent company, Sun Pharma Philippines also follows the Indian fiscal year beginning on April 1 and ending on March 31 of the following year.
Based on the audited financial statements of Sun Pharma Philippines (copies enclosed with the report) for the period from 2021 to 2022, gross revenues and cost of goods sold are as follows:

NOTES
2021
2022
Improved access to medication-assisted treatment: Pharmaceutical companies may provide medication-assisted treatment (MAT) to residents of halfway houses who are struggling with substance abuse disorders. This can help to reduce cravings and withdrawal symptoms, making it easier for individuals to focus on their recovery. Improved access to MAT can also reduce the risk of relapse and overdose.
Increased awareness of mental health issues: Pharmaceutical companies may work with halfway houses to raise awareness of mental health issues that commonly co-occur with substance abuse disorders. By providing educational resources and training to staff and residents, pharmaceutical companies can help to improve the identification and treatment of mental health issues in this population.
Enhanced research on addiction treatment: Pharmaceutical companies may provide funding or other support for research into addiction treatment, including the effectiveness of different medications and therapies. This research can help to identify new strategies for improving outcomes for residents of halfway houses and other individuals in recovery.
Improved community relations: By partnering with halfway houses, pharmaceutical companies can demonstrate their commitment to improving public health outcomes and supporting individuals in recovery. This can help to improve their reputation and build goodwill in the communities where they operate.
Overall, the results of pharmaceutical companies working with halfway houses can be positive for both the residents of the facilities and the companies themselves. By providing medications, supporting research, and building relationships with community organizations, pharmaceutical companies can play an important role in improving outcomes for individuals in recovery from substance abuse disorders.

Based on the company audited financial statements as of 2021-2022, the company was still operating in the red as of FY ending in March 31, 2022 but its losses were already declining and that its capital deficiency was constantly being reduced. Through market expansion strategies in the Philippines, Sun Pharma expects to finally recover from losses dating back in 2012 in the next few years.
“Sun Pharma has established a reputation in the Philippines for our CNS products although some of our cancer meds, those related to oncology, are starting to make a name for themselves as well.
Primarily, it is because our meds are very cost-competitive and affordable compared to our branded competitors. Well, ours are also branded as our company is also international in scope but compared to the prices of our competitors in the Philippines, Sun Pharma has the edge.
We already have 30 products, more or less, in the local market. There are still more CNS meds compared to non-CNS. In terms of sales, ratio is about 70:30 between CNS and non-CNS meds.
The company is also expanding its market reach with the eventual goal of covering the entire Philippines. I was actually among the firsts to join the company when it decided to entire the local market south of Luzon, meaning Visayas and Mindanao. With merely six MRs under my supervision covering both the Visayas and Mindanao, we are a little thin as of this time. I am heading and supervising my team via Cebu City where I am based.
In 2021 (FY 2021-2022), CNS products registered about 20% sales increase compared to last year. I am not sure with the sales of non-CNS division but I think they also did better compared to the previous year. My guess, probably between 12% to 15% but you need to confirm that.
The big players in the CNS market in the Philippines are Pfizer and Unilab. We are working to eat up on their market share along with several other competitors but we still have a lot of catching up to do. Those two big companies are both very aggressive in marketing as well.
Vinya Solomon, Area Sales Manager, Sun Pharma Philippines – supervises six (6) medical representatives covering the Visayas and Mindanao and handling all CNS products of Sun Pharma Philippines. Has been working for the company for six years already. One of the two pioneers when the company decided to break ground and penetrate the southern region of the Philippines.
“I know Sun Pharma as a big Indian pharma company though they are not as big here in the Philippines and has penetrated Cebu and the Visayas already. Their strength is on CNS meds with competitive pricing as their strategy. They are showing a lot or promise in the CNS segment and their sales is increasing too but gradually. I think they posted good sales last year on CNS. Maybe almost 20% I think. But we are more concerned however with Unilab not with Sun Pharma on the CNS segment.
Drugs from Indian companies are starting to make waves in the Philippine market because of their pricing strategies which the big players like us simply cannot match. But in terms of quality, we have the edge.
Emmanuel Sombilon, District Sales Manager, Pfizer Philippines – has been working with the company for almost five years. Oversees over 16 sales personnel in the Central Visayas region.
Based on the secondary information obtained and primary interviews, total company revenues per business segment are as follows (those in red font are estimates):
| 2019-2020 | 2020-2021 | 2021-2022 |
Total | PhP 239,377,159 | PhP 277,751,990 | PhP 333,302,388 |
CNS | PhP 167,564,011 | PhP 194,426,393 | PhP 237,477,951 |
Non-CNS | PhP 71,813,148 | PhP 83,325,597 | PhP 95,824,437 |
“Sales of our CNS meds are growing at an average of 20% per year in the last three to four years. It’s higher by a few percentage points last year compared to the year before. That’s because the hard work of the sales personnel are already paying off.
Our oncology products and other meds for diabetes and gastroenterology are also doing well in terms of sales. But the pandemic and the lockdown certainly affected most of them. The effect on the sales of CNS is not that significant compared to those in the other segment but it was affected nonetheless.
We also operate via the fiscal year of the head office in India so it’s from April to March. The lockdown here in our country started in the middle of March so as far as the results of fiscal 2019 is concerned, it’s relatively small.
I don’t have the specifics on the total number of products sold per segment but CNS sales volume increase by over 12% and about 8% for non-CNS.”
Wesley Fortes, Key Account and Market Lead, Sun Pharma Philippines – handles key accounts for CNS and Oncology in NCR. Has been working for the company for close to three years already.
Based on the secondary information obtained and the estimates derived from the primary sources, total products sold (those in red fonts are estimates)
But COGS is not a relevant factor in determining the number of units of products sold by the company during the past year. The factors are basically income and product prices as they get into the market or what is termed as SRP for standard retail prices.
Estimated income for 2021 of Sun Pharma based on answer to KIT No. 1 is PhP 333 million. The price listings for their 33 products divided into CNS and non-CNS meds are in a separate MS Excel file.
Sun Pharma has 20 CNS products in the local market as of today, a marked improvement from the 11 that was listed during the 2014 Sirius Report. It has also 13 Non-CNS products, a an increase of eight new products from the five it had during the 2014 report. Its sales staff consider only two main segments for Sun Pharma – CNS and Oncology, with the second segment, mostly cancer treatment meds.
In identifying the fast-moving key products, the following were the results of primary interviews:
“CNS and Onco products lang ang meron ang Sun Pharma. Mas malakas ang CNS last 2021 compared sa mga nakalipas na taon. Yan yung alam ko. Ang hawak ko kasi is Onco so moving naman sya at okay naman bentahan nya depende pa din sa patient. Tumaas siguro ng 5% to 7% unit sold last 2021 ang Onco products namin.”
Bun Bernardino, Oncology Product Specialist, Sun Pharma Philippines – has been employed with the company for four years and handles all oncology products.
Cost of Goods Sold in 2017 (FY 2019-20) | PhP 109,394,736 |
Cost of Goods Sold in 2018 (FY 2020-21) | PhP 138,873,780 |
Cost of Goods Sold in 2019 (FY 2021-22) | PhP 180,535,914 |
“Sun Pharma has become known for its CNS products and we’re gaining ground on the big players, they are actually looking at us now. Top products for CNS is Topirol, Serotia, and Encorate, that is why they come in different forms. Our products are also cheaper compared to our competitors. From the total number of products sold last year for CNS,maybe those three had the 35% to 40% between them. But I am not privy to the exact figures and even if I have that, I am not in liberty to share it with anyone. You might be working for our competitors.
I am more on CNS products but I know that the fast-moving products in non-CNS are Gliotem, Imalek and Anarom, primarily because they are the cheapest cancer meds among our roster. Cancer is a very expensive disease because the treatments and the meds are also very expensive. Total number of products sold last year for non-CNS is a lot less because they’re more expensive. Imagine, we sell one Caxeta 500-mg, a cancer med for instance worth about P15,000, that’s equivalent to more than 450 units of 25-mg tablets of Topirol, you see the point? Mas marami talaga ang products sold kapag mas cheaper ang price.
I think we posted almost 20% growth last year across the company products. CNS was a little higher than 20% while non-CNS, lesser, but still grew. For this year, we will be lucky if we sustain the same growth because sales are also affected by this pandemic.”
Paul John Ocampo, Product Manager, Sun Pharma Philippines – has been working with the company for one year and five months. Handles marketing and promotion of CNS products.
As expected, primary research was only able to obtain estimates on the total number of products sold for 2019 as well as soundbytes on the top products for CNS and non-CNS segments of Sun Pharma.
Combining the tidbits of information with secondary research and logical assumption, the study focused on getting the average price of CNS and non-CNS meds of Sun Pharma and te results are:
Average Price
CNS | Non-CNS |
P1,424.75 / 20 = PhP 71.24 | P110,836.45 / 13 = PhP 8,525.88 |
The estimated income of PhP 333 million is reportedly on a 7:3 ratio based on the primary interviews with Sun Pharma sources. Therefore, it’s as follows:
Segment Income
CNS | Non-CNS |
PhP 233.1 million | PhP 99.9 million |
By division, we get the estimated number of products sold per segment to be
Number of Products Sold
CNS | Non-CNS |
3,272,038 million products | 11,717 units sold |
Primary research only obtained the information that Topirol, Serotia, and Encorate are the fast-moving products of Sun Pharma’s CNS segment accounting for approximately 35% to 40% products sold in 2019, therefore:
Combination of Topirol, Serotia, and Encorate had a total of between 1.14 million to 1.31 million products sold in 2021 with the rest of the 17 products in the CNS business segment making up the remainder of the estimated total number of products sold.
For the Non-CNS segment, it was merely obtained in the primary research that the fast-moving products were the affordably-priced ones including Gliotem, Imalek and Anarom, accounting most likely to the bulk of the estimated 11,717 number of products sold last year.
