In 1992, Bazerman initiated the formation of a small group that would explore the need for a consortium.

The Visibility Project began, led by Louise Wetherbee Phelps. It originally formed in support of an initiative dedicated to getting recognition by the National Research Council (NRC) for doctoral programs in Rhetoric and Composition.

The Consortium formed a Conference on College Composition and Communication (CCCC) Taskforce to advocate for the inclusion of Rhetoric and Composition in the Classification of Instructional Programs (CIP).
