The Howard County Education Association (HCEA) can help you by covering funding and/or sub days for synchronous professional meetings in the continental U.S.!

Article 13.D of the Negotiated Agreement (page 19, PDF page 21) states:
Two hundred thousand dollars ($200,000) shall be allocated to paying the expenses of teachers to attend approved professional meetings. These expenses of teachers shall include food, transportation, lodging, and other convention expenses. Reimbursements to teachers for meals and incidentals shall not exceed the applicable U.S. General Services Administration (GSA) per diem rate. The teacher will also receive salary during this time. These days shall not be deducted from sick or personal leave.

Not a HCEA member?
That’s ok, non-members can apply and receive funds and/or sub days too!
Article 13 covers funds and sub days for synchronous (in-person or virtual) professional meetings within the continental U.S.
Article 13 Can Cover
Hotel stays within 50 miles of your worksite are not covered, EXCEPT Washington D.C.
Travel outside the continental US, including Alaska and Hawaii, is not covered.

HCEA positions that do not require sub days, are only eligible for funds every other year.
Even if you are approved for $10 during one school year, you are not eligible to apply for funds the next school year.

Carefully read the information on the application.

Your completed application must be received by article13@hcpss.org at least 20 working days prior to the start of the professional meeting.

Only three(3) Article 13 absences are allowed per day, per building.
Therefore, no more than three(3) staff members from an individual building will be approved for Article 13 to attend the same professional meeting on the same day.

Next Steps
If your application is approved, it is sent to a Performance, Equity, and Community Response Director in the School Management and Instructional Leadership Office to be signed.
This may delay your approval notification.
