We considered the following three hypotheses regarding the necessary consideration on the issues for Data revolution implementing in developing countries.

(1) The Data Revolution require “Technology that enable environment of the developing countries.”

The recent technical innovation such as spread of mobile phones, GPS and sensors will be enable data revolution within the limited budget of developing countries.

4. Examination on contributing factors to the Data Revolution: Case study

In this research, we studied the Phnom Penh Bus Project in Cambodia for case study to promote the Data Revolution and the SDGs.

In particular, we address the following three hypotheses

1)Data technology that enable environment of the developing countries.

2)Improvement of capacity for policy making and accountability of the government.

3)Participation of various entities

After JICA development study “The Project for Comprehensive Urban Transportation Plan in Phnom Penh Capital City” (2014)

Phnom Penh city established a bus company （CBA: Phnom Penh City Bus Authority） in 2014

Firstly, one route only.

After start implementing JICA Technical cooperation project,

the strengthened the bus operation and operates 8 routes in 2017 and expand 13in 2018.

For Expanding route, CBA consider effective route choice with data and various entities’ opinion.

By carrying out three activities, it is possible to realize good policy and participation of various actors with using data.

This will be one case for achieving the SDGs goals by data revolution.
