Automating case referrals with OpenFn...

OpenFn automates a scheduled, two-way sync between the Primero and OSCaR systems.

V1 Features:

  1. Syncs ALL OSCaR cases with Primero
  2. Syncs MoSVY referrals from OSCaR to Primero
  3. Syncs Agency referrals from Primero to OSCaR

Known limitations (addressed in V2):

  • Only supports syncing of 1 referral per case (2nd referrals NOT automated)
  • No syncing of referral decisions (accept/reject)
  • No syncing of ‘risk level’

V2 Key changes:

  • Primero V2 upgrade = new Primero UX
  • New mapping: ‘risk level’
  • Syncing referral decisions to “accept”/”reject” referrals and notify source systems
  • Syncing of 2nd referrals to enable caseworkers to send multiple referrals over time for 1 child
  • No longer grouping Services in Primero by “service_type” and ensuring 1 Primero Service record will exist for every new OSCaR service referred
  • In OSCAR, there is now the ability to accept each individual referral received from Primero (not just the case)

Known limitations:

  • Once decisions are made for referrals, they cannot be changed via the automated solution. (E.g., if a case worker chooses “accept” for a referral status in OSCaR, you cannot later change that decision to “reject”; it will not sync to Primero.)

Province user notified of new or updated cases to review...

Logged in as the province focal point user in Primero, then the user will be able to see that a “New or Updated” case has been added to their case list.

This user can open and review the case, and then choose to “Refer Case” to internally assign the case to a Primero caseworker user who should review the referral.

In the pop-up window, the Province User will specify which Primero caseworker should review the OSCaR referral to accept/reject in the “Recipient” dropdown…

Click “New Referrals” open the case and review the Record Information> Referrals and Implementation of Case Plan>Referral for Service��

Now logged in as the “Recipient” caseworker user…��You will be able to see the new case in the ‘New Referrals’.

OSCaR case workers can now check “repeat referral clients” to review and accept/reject new referral forms created for an existing client.

OSCaR caseworkers can update the Referral Status to accept/reject the referral and sync this decision back to Primero.

In OSCaR, Primero case worker decisions to accept/reject referrals are also now displayed in the referral forms list. (Previously this was only done once on the case-level.)

When Service type information is not specified…

Note: This is only possible in the Primero-to-OSCaR Flow 1, as “Type of Service” is required in OSCaR referral form.

If the OSCaR case worker sees that the Type of Service = “Not Specified”, then they will Reject the referral �and ask the Primero case worker to create and send a new referral with the correct information.

The “Rejected” decision will be synced back to the Primero service.

To refer again, the Primero case worker will:

  1. Create a new Service (with the complete info, including service subtype)
  2. “Refer” this new Service to send to Oscar
