Rationale:

Continued Residential Development in other sections of Areas 1 & 2

Little Valley, Mahogany Ridge, Hamlett Homes, Gablers Grove and other smaller projects

Mobility & Grade Reconfiguration

In-district migration - more affordable housing options, doubling up
