Constitutional Council

  • The Constitutional Council adjudicates internal GUSA disputes by interpreting and applying GUSA's Constitution and Bylaws.
  • Members of the Constitutional Council are not eligible to run for the GUSA Senate or Presidency.
  • One seat on the Constitutional Council is currently open.

GUSA Fund

  • The GUSA Fund allocates approximately $15,000 to clubs and individual student projects by judging applications on a case-by-case basis.
  • The open positions are GUSA Fund Chair, Vice Chair, Treasurer, Secretary, and Director of Public Relations.

Election Commission: The Commission

  • Administers all GUSA Executive elections; all Senate elections
  • Runs the GUSA Presidential Debates in the spring
  • Advises the Senate on issues having to do with campaign finance and redistricting
  • Once chosen, the commissioners remain in office until the end of their undergraduate career

VOTING

  • Conducted by Scottish-STV for multiple member districts
  • Voters rank each candidate
  • STV:
    • “Winning Threshold” established
    • Candidates with sufficient support elected, surplus votes transferred
  • Don’t have to rank all candidates, but it is in your advantage to do so
  • Voting takes place via Hoyalink for at least 24 hours

Entering the ballot after the filing deadline

  • You can enter 72 hours after the filing deadline if you get at least 100 current Georgetown students to approve you be placed on the ballot
  • You cannot appear on more than one ballot and you cannot use this technique to switch the ballot you are on
  • A sample petition form is available by emailing the Election Commission

RULES

  • General Rule: Abide by all university rules
  • Sign the candidate form
  • Flyer in approved locations using proper adhesive
  • Do not produce any material that contradicts Georgetown’s speech policy
  • Do not start campaigning until the designated date
    • That means no twitter announcements, no facebook announcements, no class announcements etc.
  • NO mass emails allowed
  • Do not setup voting booths on election day
  • Election Commission will run one voting booth from ~9:30am-3:30pm on Election Day, likely in Red Square or Leavey Center
  • Door knocking from 6pm-10pm only, except on Election Day

RULES (agency)

  • In order to be elected, candidates must comply with all campaign regulations.

  • Moreover, anyone who a candidate enlists to act on his or her behalf or anyone who a candidate knowingly allows to act on his or her behalf is also subject to the campaign regulations. Any violation of the campaign rules by the aformentioned parties may result in the disqualification of ticket concerned by the Election Commission.

COMPLAINTS

  • Only candidates and University officials may file complaints over the conduct of elections.

Candidates may file complaints with the Election Commission, but they must do so in writing via email to the official Election Commission email address (electioncommission@georgetown.edu.)

Expenses

  • $50 for all districts that include apartments, dorms, townhouses
  • $75 for At-Large

Financial Aid is available

Campaigns must submit ALL receipts pertinent to the campaign

  • Printing must be declared at Lauinger prices (I,e. .10 for BandW & .65 for Color)
  • If an item was donated to your campaign, you do not need to physically pay for it but you must declare its cost at Fair Market Value
  • Websites must be incorporated into your budget (unless done by a fellow student)

More on Expenses

  • Example of donation policy: A friend donates $40 worth of shirts to your campaign. This is technically still part of your budget, and would count towards your $50 limit.

All expenses must be submitted by the close of voting on Thursday February 23rd. We do not release results until every candidate has submitted expenses.

Do not be the one candidate who holds up results for everyone else.

Communication

  • If for any reason you expect communication from the Election Commission but do not receive any, E-mail us!
  • I.e. don’t just expect that because you showed up tonight your name will appear on the ballot in 2 weeks.
  • Please make deadlines. Exceptions aren’t fair to those who do. Rules matter in elections.

Constitutional Council & Election Appeals

  • The Election Commission may make certain decisions related to disqualifications and complaints throughout election season.

  • Appeals can be made to the Constitutional Council on the grounds that a) The Election Commission incorrectly or inadequately applied the rules or b) The Election Commission showed bias in its application of its rules.

Not liking a decision is not a valid reason to appeal.
