Purpose

This plan describes the role of Social Sciences research centers personnel during an emergency. It establishes policies, procedures, and an organizational hierarchy for response to campus emergencies.

Introduction

This Emergency Action Plan (EAP) describes actions Social Sciences research centers employees must take to ensure safety during emergencies. It addresses preparedness measures, emergency response, and evacuation planning. Disaster preparedness is everyone’s responsibility. Assist in whatever ways your skills are most useful.

Automated External Defibrillator (AED)

An AED machine is used when someone is experiencing chest pains and is in need of assistance. Using it can save a life.

Emergency Response Team (ERT)

The Emergency Response Team (ERT) will be the first people contacted by university dispatch when decisions need to be made regarding Oakes college academic facilities, and in the event of an emergency.

University dispatch will contact the ERT and members of the team will communicate with the individuals identified to relocate equipment if necessary. The Emergency Response Team is (contact in order listed):

Emergency Planning Implementation Checklist

  • Appoint an Emergency Response Team
  • Identify Emergency Assembly Area
  • Identify individuals who might need assistance during an evacuation
  • Report any safety hazards to EH&S (https://ehs.ucsc.edu/)
  • Assign staff to review supplies.
  • Post Emergency Response Guide
  • Develop emergency notification, reporting, call back procedures

Preparing for an Emergency

  • Read the Emergency Response Guide
  • Read the Emergency Action Plan.
  • Be familiar with the buildings: emergency exits, exit routes, fire alarms, fire extinguishers, safe places to barricade.
  • Know where to find first aid supplies.
  • Tell your coworkers if you need assistance during an evacuation.
  • Complete the Emergency Contact Form so that staff can reach your emergency contact in the event of an emergency.

Individuals requiring special assistance

Know if any co-workers, students, or visitors will require assistance in exiting the building and be prepared to provide whatever help is necessary.

Persons with disability-related evacuation needs are encouraged to discuss their needs with their Area Coordinator in advance. Staff and faculty with mobility impairments should know the location of the nearest Emergency Refuge Area in their building.

Emergency Refuge Areas are designated “safe havens” for people with mobility impairments. They are typically located in stairwells of multi-storied buildings.

Assembly Area Manager

This person will try to remain at the Assembly Area.

  • Wear vest to increase visibility.
  • Share information with staff as it becomes available.
  • Report missing staff, injuries in need of immediate care, and information about anyone trapped in the building to the Responder Liaison.
  • Have staff who are leaving the site complete the Departure Checkout Form.
  • Make emergency first aid supplies available at Assembly Area for minor injuries.

Responder Liaisons

This person must remain mobile.

  • Wear vest to increase visibility.
  • Receive status reports
  • Communicate with First Responders and Assembly Area Manager.
  • Be prepared to provide the following information: nature of emergency, location, number of persons trapped, hurt, or unaccounted for.
  • Receive all-clear notice from campus and notify Assembly Area Managers that staff can re-enter the building.
  • Once staff have re-entered the building allow patrons to re-enter the building.

Emergency Response Team Chair

  • Implement and maintain the Emergency Action Plan.

Senior Management

  • Serve as primary contact for the department.
  • Serve as communication liaison between campus and the department
  • Manage activities until campus or city responders are on-site.
  • Assess damage to property.

Status Reports

Responder Liaisons will receive reports from Assembly Area Managers, and will relay information to the campus as necessary:

  • Location information, name, evacuation site
  • Serious injuries
  • Fire in progress or extinguished
  • People trapped
  • People with disabilities evacuated from building
  • Services that are still functional: electrical, emergency lighting, phones, water, elevators
  • Other observations / needs

Fire Alarm System

Fire alarms and extinguishers are located on every floor near stairwells, elevators, and emergency exists.

Fire extinguishers are checked regularly by Campus through annual Inspections and Social Sciences Facilities staff (monthly inspections).

If a fire extinguisher has been used or shows signs of tampering, notify Social Science Division Facilities

Emergency Exit Routes

Maps are posted on every floor and in the emergency manual.��All employees must evacuate when notified to do so.��As you evacuate, close but don’t lock doors. Doors that automatically lock are fine to leave locked.��Grab your personal items only if they are at hand.��Use the nearest available doorway/stairway to exit.��Assist others in evacuating only if it will not bring harm to yourself or others.

Whenever possible, people will not have more than one role assignment.

Responder Liaisons�(coordinate response at disaster site)

  • Put on vest,
  • Confirm headcount with Assembly Area Manager
  • Receive status reports
  • Maintain calm: assure people that we have a plan, campus is prepared, we have priorities.
  • Be clear and concise with instructions.
  • Assign tasks to people as needed.
  • Ask everyone to keep written records with date/times, relay info regularly, check in with Assembly Area Manager before leaving
  • Act as the main point of contact for Emergency Responders.
  • Have the following info: nature of emergency, location, # of persons trapped, # of persons injured, persons unaccounted for
  • After receiving an all-clear notice let staff know to re-enter the buildings.
