PASA Enrollment Window

January 5 – March 7, 2022�PASA Assessment Coordinators (AC)s MUST view required PASA DLM Data Management Training prior to enrolling students in the DLM Kite Portal. The deadline to view the training has passed but access to the training modules and resources is available. Enrollment guidance documents are also posted to the PaTTAN PASA and PA DLM websites:

NOTE: As required, the PASA PIMS �report MUST be used for enrollment. By downloading the PASA PIMS csv report it significantly reduces data entry and accountability errors. The PASA PIMS report is the student enrollment template.

Required for Assessors & Other Reminders

The 2021-2022 PASA Instruction and Assessment Calendar released to PASA ACs in September outlines all PASA training requirements and other professional development opportunities for the 2021-22 school year.

There are 2 required trainings for PASA Assessors this year:

RTAT (Required Test Administrator Training)- access the training from the DLM Homepage. Select ‘Training Courses’ at the bottom of the page and log in.
Lessons Learned- register at the link provided on the PaTTAN calendar. This is a Schoology course offered by PA.

Both required trainings must be completed by Feb 28, 2022.

ACs should monitor the status of RTAT completion and other data by running data extracts in the Kite Portal. See directions for running these reports. This allows for errors to be identified and corrected in order to prevent test administration and/or accountability issues.

The PA Alternate Assessment Team will communicate completion status of the Lessons Learned training to ACs.

Reminder: Read AC emails sent from the PA Alternate Assessment Team. Emails are posted to the PaTTAN PASA website. An upcoming email will provide details regarding a technology update needed for Student Kite Portal.

When Carole and Amy first came to the BSE in the summer of 2019, APR was earmarked as a priority that they were committing to as it aligns with the work that is being done at the federal level.

The initiative was formally established this fall when Christine Moon was appointed as the state lead. Christine has been leading a core team comprised of the BSE directors, BSE advisers – Tim and Jeanette and Paula and me as the PaTTAN Pgh leaders to begin crafting a workscope and coordinating efforts to launch this initiative.

Carole and Amy were very strategic in the selection of potential steering committee members – we knew we needed folks who are trailblazers, passionate about special education, and committed to making the field of special education stronger than it ever had been.

Speaking of short- and long-range plans – this slide features our current efforts as well as strategies we are considering for the 2022-2023 school year…

A strategy that is often shared is “grow your own” or train and develop people in your own LEA. What better way than to begin at the secondary level…? Encourage students to pursue a career in special education by offering them opportunities to work with students with disabilities. The BSE is committing funds to a grant titled - “Developing Future Special Educators”. LEAs – including SDs, Charters, APSs, IUs and CTECs are encouraged to develop of expand focused efforts and experiences to engage secondary students in working with students with disabilities as a means to inspire the next generation of special educators. Through experiential learning, secondary students will support students with disabilities through participation in structured activities, programs, and/or events with guidance and oversight from current educators. The ultimate goal is to recruit future special education professionals by engaging them in authentic, experiential opportunities in support of students with disabilities. The grant application will be live at the PDE conference.

We are in the process of building a Google Site – an APR specific website that will serve as a “toolkit” for stakeholders looking for resources, materials, and supports in areas of attraction, preparation and retainment of special education personnel.

There are several sessions at this year’s PDE conference that are specific to APR including a keynote by Carole Clancy and Laurie Vanderplog, a panel discussion from current special education personnel, and a session on Unified Sports.

We are planning to include session at this year’s Leadership Academy –July 19-21^st at Seven Springs about an hour-ish East of Pittsburgh. Also at the Academy, we are planning to establish mentoring/networking of leaders that will grow and continue throughout the upcoming school year.

As for the 22-23 school year, we are looking to collaborate with several PaTTAN initiatives – including paraeducators, leadership to offer master classes where novice special education personnel can build their knowledge and skills and position them for successful experiences for the start of school

We’d like to expand networking and mentoring beyond just the leaders – and offer formal opportunities to other personnel groups as a way for them to have a cadre of folks to lean on, learn from, and support

We understand “an FBA has to be conducted when a student is referred to law enforcement”. Do we have a solid definition of what law enforcement means? A district has posed whether or not this applies to summary offenses such as tobacco and Truancy further many school districts have their own police force.

22 Pa. Code 10.23 outlines response and handling of a student with a disability. Section 10.23(e) provides as follows: “For a student with a disability who has a positive behavior support plan, upon notification to a local police department that a student with a disability has committed an incident listed in section 1303-A(b)(4.1) or (4.2) of the Safe Schools Act, a school entity shall act in accordance with § 14.133(h) or § 711.46(h).”

22 Pa. Code 10.2 defines “local police department” as “a police department having jurisdiction over school property of the school entity.” The school district should be consulting with their solicitor regarding this questions.

(h) Subsequent to a referral to law enforcement, for students with disabilities who have positive behavior support plans, an updated functional behavior assessment and positive behavior support plan shall be required.
