A closer look: Homelessness prevention

  • Santa Clara County (CA) had among the highest numbers of individuals experiencing homelessness in the country.
  • Between 2007-2012, $3.1 billion spent on homelessness services.
  • In 2017, local leaders launched the Homelessness Prevention System, which provides emergency financial assistance and supportive services to households at acute risk of eviction.
  • Since launch, over 17,000 residents have been served.
  • 93% of participating households have remained in their homes for two years after receiving assistance.

A closer look: Alternative emergency response

  • Law enforcement in St. Petersburg (FL) was devoting significant time and resources to responding to non-emergency, quality of life complaints.
  • In 2021, local leaders launched the Call Assistance Life Liaison (CALL) program, which diverted these calls to social service providers.
  • CALL has responded to 11,000 incidents, with 97% of responses resulting in non-carceral diversion.
  • Nearly $10 million in public funds have supported the program.

A closer look: Workforce training for recent immigrants

  • In Philadelphia (PA), large numbers of recent immigrants struggled to find employment in line with their skills and credentials.
  • The Welcoming Center (TWC), founded in 2003, provides a range of workforce programs for recent immigrants, including courses in entrepreneurship, employment matching, and workplace-focused English language.
  • 67% of participants in TWC’s entrepreneurship program had a self-sustaining business one year after programming.
  • 83% of participants in TWC’s employment matching program obtain high-quality employment one year after programming.
