Bill E – Fire Investigations

Bill A - The bill creates and expands timber, forest health, and wildfire mitigation workforce development and education programs across multiple agencies including the Department of Higher Education, the DNR, and CSFS.

Bill B - The bill requires that the Center of Excellence for Advanced Technology Aerial Firefighting in the Department of Public Safety (DPS) create one or more remote camera technology pilot programs to detect wildfires

BILL C - The bill creates the Timber, Forest Health, and Wildfire Mitigation Industries Workforce Development Program in the Colorado State Forest Service to partially reimburse timber and wildfire mitigation entities for hiring interns.

BILL D - The bill requires CSFS to upgrade and improve its seedling tree nursery in Fort Collins to expand capacity and contribute to reforestation efforts.

BILL E - The bill requires that the DPS conduct fire origin and cause investigations and creates the Fire Investigation Fund to support investigation costs and analyze and share data. Eighty percent of the money spent from the fund must be used for investigating wildland fires.

Delegation of Authority -

Transfer of a Fire from the FD to the Sheriff:

#1 - lack of statute addressing this issue for municipal/home rule FD's. Proposal to add a more encompassing definition of FD's to current language
#2 - lack of formal process to document transfer of a fire from a FD to the Sheriff. Gathering examples from around the State. Solicit input from the group if they want to develop BMPs and a suggested template, potentially move toward a standardized or required form, etc.

Transfer of a Fire from the County to DFPC - quick review of current form and title for Assumption of Fire Control Duty and that it is based on language in statute. Discuss that confusion is typically based on lack of experience and understanding. See if committee members and/or CFC members think there is action needed beyond education and training.
Delegation of Authority to an IMT to manage an incident - review discussion of need to follow ICS, use processes familiar to the IMT's, etc. Discuss language used in NW Colorado Delegations. Determine if there's a need to do anything else.
Potential general statute cleanup - have identified a few areas of statute related to wildfire management that could be improved or made more accurate. Briefly review these, get the group's take on the general idea, and next steps may be getting input from the AG's office on proposed updates.
